SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NEEB1000-19-00099
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants
Office (AGO), Office of Satellite and Product Operations (OSPO)/Mission Operations Division
(MOD)
2. Description of supplies or services required to meet agency needs (including the estimated value). This procurement is for annual system maintenance support for existing AMERGINT products, including security update support that must be purchased in conjunction with system maintenance. The AMERGINT product is a software-based front end processor (FEP) implemented in the Environmental Satellite Processing Center (ESPC) to uplink High Rate Information Transmission (HRIT) to the Geostationary Operational Environmental Satellites - R Series (GOES-R) satellites for distribution to the user community. HRIT provides Emergency Managers Weather Information Network (EMWIN) weather forecasts, warnings, graphics, and other information as well as low-resolution GOES satellite imagery data to remotely located user HRIT Terminals.
This procurement is for softFEP-9000 System Maintenance Support (Part Number AT-MSPT) and Quarterly OS Updates (Part Number AT-MSPT-SEC-4PY). The planned period of performance is January 1, 2019 through December 31, 2019. Total for all items is anticipated to be $85,305.00.
3. Identification of the single source or the brand name to be solicited. AMERGINT Technologies, 2315 Briargate Parkway, Suite 100, Colorado Springs, CO 80920; POC: Andrew Strange, Email: andrew@amergint.com, cell: 719-331-5247.
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
The Environmental Satellite Product Center (ESPC) manages and directs the operation of the central ground facilities that ingest, process, and distribute environmental satellite data and derived products to domestic and foreign users. A new component of the OSPO Environmental Satellite Processing Center (ESPC) is the Environmental Satellite Processing and Distribution System (ESPDS), an enterprise system that provides robust data ingest, processing, product generation, and distribution functions by employing enhanced computing methodologies and the latest technology improvements. To support uplink of High Rate Information Transmission (HRIT) to the Geostationary Operational Environmental Satellites - R Series (GOES-R) satellites for distribution to the user community, a new front end processor (FEP) was implemented in ESPDS.
HRIT provides Emergency Managers Weather Information Network (EMWIN) weather forecasts, warnings, graphics, and other information as well as low-resolution GOES satellite imagery data to remotely located user HRIT Terminals. The FEP implemented mailto:andrew@amergint.com

Source Selection Information – see FAR 2.101 and 3.104 in ESPDS for HRIT is AMERGINT's softFEP-9000. This product is a proprietary product that is fully software-defined and customer configurable. AMERGINT’s softFEPN9000 and associated products were implemented using code generators, development tools, and build environments that were created and owned by AMERGINT. Extensions, customer support, configuration management, and testing of products requires these development environments and internal tools, along with expertise that is within AMERGINT. Use of other products will require redesign of the ESPDS. Since this is a procurement for maintenance support, a redesign would dramatically increase the cost and increase operational risk due to lack of maintenance and security updates during the period of time required for the redesign.
Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required.
The softFEP-9000 product can only be purchased from AMERGINT. System maintenance is also only available through AMERGINT. This procurement is for annual system maintenance support, and includes security update support that must be purchased in conjunction with system maintenance.
5. Market Research.
It was confirmed that AMERGINT is the only source for this maintenance support. AMERGINT does not utilize resellers or third parties to sell or support their products
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
Samuel M. Patterson Date Contracting Officer Technical Representative
7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
