Sole Source Award – National Academy of Science (NAS)
The National Capital Planning Commission (NCPC) intends to issue a sole source award to the National Academy of Sciences (NAS) for the purpose of planning, coordinating and executing a peer review of the SW Ecodistrict’s implementation strategy.
NCPC seeks the services of an organization that can provide a panel of experts able to provide scientific and technical information to aid in project implementation of the SW Ecodistrict project. This redevelopment project proposes innovative retrofitting of energy and water infrastructure systems, infill and redevelopment of new mixed-use facilities, and heavy rehabilitation of some existing buildings within a federal office precinct in Washington, DC. The goal of the project is to substantially exceed the guidelines established in Executive Order 13514: Federal Leadership in Environmental, Energy, and Economic Performance.
Convening a peer review panel of subject matter experts able to provide guidance on this unique challenge is a task that the Federal Facilities Council of the National Academies was established by Congress to perform. There is no other organization that can attract the distinguished professionals able to provide guidance for the implementation of this project.
NAS will be responsible for:
(1) Assisting NCPC in planning, development, and execution of the peer review event format, agenda and peer review panel;
(2) Recommending subject matter experts with backgrounds in sustainable infrastructure, finance, governance, and real estate; and
(3) Confirming their attendance and coordinating their travel and local accommodations;
providing meeting space for the event; and facilitating an active and engaging discussion with the peer review panel.
The meeting of experts will focus on the opportunities and challenges of implementing the Southwest Ecodistrict recommendations as they relate to real estate development, infrastructure, phasing, and financing strategies.
This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 10 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
Responses to this notice are to be sent to bizops@ncpc.gov. Responses must be received no later than September 17, 2012, at 5:00 pm Eastern Daylight Saving Time.
