SPECIFICATIONS

TITLE: Gas Chromatograph Mass Spectrometer (GCMS) system

I. BACKGROUND INFORMATION

The Indoor Air Quality and Ventilation Group within the Energy and Environment Division supports the development of ASTM test methods, standards and reference materials. A main laboratory effort within the group involves the measurement of Volatile Organic Compound (VOC) and semi- volatile organic compound (SVOC) emissions from building materials and other products. The Group is currently working on measuring emissions from Spray Polyurethane Foam (SPF) and cigarette butts. One issue that hinders this work is the quantification of emission parameters from both media. The group lacks the abilities to measure airborne chemical concentrations in equilibrium systems at extremely low detection limits and in equilibrium conditions. These abilities are necessary to determine partitioning coefficients for chemicals present in SPF. In addition, the existing instrumentation used has reached the end of the manufacturers support life.

Emissions from non-smoldering cigarette butts contain a range of chemicals with a wide spectral range of ions, some at very low concentrations. Hence, the new Gas Chromatograph Mass Spectrometer (GCMS) (GCMS) system needs to have high sensitivity while operating in a full scan mode. In addition, measuring emission parameters from SPF requires the ability to measure gas phase equilibrium concentration in existing micro-chamber systems without removing the gas. Hence, Solid Phase Micro Extraction (SPME) GCMS injection system is required to perform this research.

II. SPECIFICATIONS

The Contractor shall provide a GCMS system and Gerstel MPS compatible SPME system that meets the following minimum technical requirements.

System Requirements:

· The GCMS must seamlessly and automatically integrate with existing Gerstel multipurpose sampler (MPS), thermal desorption unit (TDU), cooled injection system (CIS4), and dynamic headspace – large micro-chamber (DHS-L) systems.

· The installation must include installing the MPS, TDU, CIS4 and DHS-L onto the new instrument.

· The GCMS software must run on Window 7 professional.

· The GCMS software must automatically integrate with Gerstel Maestro software to control the existing CIS4 that uses liquid nitrogen and Peltier cooling. In addition, the software must only use one sequence table to control the MPS items and GCMS runs.

· The new GCMS system must be compatible with gas flow logging for the existing DHS unit.

· The new GCMS system must use single quadrupole technology to achieve a 1.5 fg detection limit and scan speed of 20,000 u/sec required for full scan high sensitivity data.

· The new GCMS system must have the NIST/Wiley spectral libraries.

· The new system must include a quiet vacuum pump.

· The new system must include an ion gauge controller for leak detection.

· The new system must have the ability to automatically sample headspace vials using a solid-phase micro extraction (SPME) system.

· The new system must have the ability to automatically spike five thermal desorption tubes with internal standards.

Warranty:

The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

III. Installation/Training:

The Contractor shall install the instrument and provide training as described below.

Installation of the instrument and training shall be accomplished at NIST, Gaithersburg, Maryland. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

The Contractor shall install the instrument at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, removal of the existing MPS, TDU, CIS4 and DHS-L from the existing GCMS, set-up and hook-up of all equipment including the existing MPS, TDU, CIS4 and DHS-L onto the new GCMS, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC).

Contractor shall provide training covering normal operation, troubleshooting, and routine maintenance of supplied product. Training shall be provided during normal business hours, between 8:30 a.m. to 5:00 p.m. Eastern Time, Monday through Friday, except Federal Holidays, shall be coordinated with the NIST Technical Point of Contact (TPOC) to ensure availability of NIST personnel. Training shall occur within 10 days of installation.

IV. GOVERNMENT FURNISHED PROPERTY

The system will integrate with an existing Gerstel MPS, TDU, CIS4 and DHS-L at NIST

V. GENERAL INFORMATION

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the Technical Point of Contact (TPOC), Contacting Officer’s Representative (COR), or Contracting Officer (CO) upon completion of this contract.

Vehicle Registration: All Contractor’s employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
