Greetings, September 1, 2016
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The National Institute of Standards and Technology (NIST) has a requirement for the purchase of a Cryogenic Test Fixture.
Attached are the Specifications for solicitation NB688000-16-03835. Please submit a quote for the required Cryogenic Test Fixture.
This RFQ is conducted under the authority of FAR 13 Simplified Acquisitions with NAICS code 334516, Analytical Laboratory Instrument Manufacturing, having a Small Business Size Standard of 1000 employees. This is a total small business set aside.

Your quote must meet all of the requirements of FAR 52.212-1, as well as include the following information:
· Information sufficient to demonstrate you can meet or exceed the requirements in the Specifications.
· Firm fixed price quote for a Cryogenic Test Fixture.
· Payment Terms: Net 30.
· The requested delivery is within 14 weeks after receipt of the order (ARO). FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award.
· Company DUNS No. In order to be eligible for this award, the quoter must be registered with the System for Award Management at www.sam.gov., and have completed the Representations and Certifications therein for the specified NAICS code, or submit separate Representations and Certifications if the specified NAICS code is not listed in their SAM registration.
The provision at FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. Quoter shall clearly demonstrate their ability to meet the technical requirements and deliverable schedule as outlined in this solicitation. Quote shall include shipping costs. NIST reserves the right to ship under NIST provided account.
BASIS OF AWARD:
Award shall be made to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached Specifications. This will be a firm fixed price purchase order.
The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306. The Government may reject any or all quotations if such action is in the public interest; and issue a purchase order to other than the quoter with the lowest priced quotation.
TECHNICAL CAPABILITY:
Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. Failure to clearly and unambiguously demonstrate this will result in an “unacceptable“ technical rating.
PRICE:
Price shall be evaluated for reasonableness.
FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a fixed price contract to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached statement of work.

(1)If the total contract/order includes multiple quantities of the same or like item(s), segregated as separate CLIN/Item numbers, deliverables shall be packed accordingly. Each individual Package / container in the shipment shall include deliverables on a per-CLIN or Item basis.
(2)For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual Components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the Schedule. If more than one container is Required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2," and the boxes, where feasible, should be taped or shrink-wrapped together as an Issuable unit.

SPECIFICATIONS
80 Pin Cryogenic Test Fixture

Background:
NIST’s participation in IARPA’s Cryogenic Computing Complexity (C3) program requires test and evaluation of performers’ digital superconducting logic circuits. This program requires a Cryogenic Test Fixture (CTF) which will be immersed in a dewar of liquid helium and connect a NIST-supplied sample holder to instrumentation at room temperature.
Purpose:
The CTF will be used at NIST for evaluation and verification of performer’s digital circuits.
Deliverables
1. A preliminary design review (PDR): The PDR shall be held no later than 3 weeks after receipt of order (ARO). As part of the PDR, vendor shall provide NIST with preliminary CTF system design including:
a. Solid models in SolidWorks SLDASM and SLDPRT (not STEP) format, of the overall CTF demonstrating compliance with technical requirements 1 through 12.
b. Solid models in SolidWorks SLDASM and SLDPRT (not STEP) format of the interface flange Acceptance of PDR submission by NIST shall allow vendor to proceed with final design.
2. Final Design Review (FDR): The FDR shall be held no later than 2 weeks after acceptance of the PDR submission by NIST. At the FDR the vendor shall provide NIST with Solid models in SolidWorks SLDASM and SLDPRT (not STEP) format in sufficient detail to allow manufacture of the CTF.
Acceptance of the FDR submission by NIST shall allow the vendor to proceed with CTF manufacture.
3. Acceptance test at vendor facility: Vendor shall test the completed CTF at the vendor’s facility prior to shipment and no later than 9 weeks after the FDR. NIST shall have the option to witness tests. Test data provided to NIST shall include:
a. Leak test data verifying a leak rate < 1x 10-7 mbar-L/s
b. Time Domain Reflectometry (TDR) data on all 80 coax lines demonstrating an impedance step of no more than 2 ohms at any connector at the top or bottom of the probe.
Acceptance of the vendor facility test data by NIST shall allow vendor to ship system.
4. CTF: A cryogenic test fixture meeting the technical specifications below.
5. Shipping Crate: A custom shipping crate which will allow air shipment of the CTF without damage, both from the vendor to NIST and from NIST to remote test sites.
6. Acceptance testing at NIST. The CTF shall be tested at NIST to verify performance of the high speed lines. Successful test at NIST and receipt of the deliverable items shall be the criteria for payment to the vendor.
TECHNICAL SPECIFICATIONS:
A conceptual outline drawing of the CTF is provided in Figure 1 and the following requirements are ordered from the top of the probe to the bottom.
The CTF must meet or exceed the following minimum requirements:
Dimensional and Structural Requirements
1. The overall length of the CTF must be 53 inches or less
2. The connector box, to be designed by vendor, shall provide 80 SMA connectors for the high speed lines, and one DB-25 connector for low speed lines.
3. The bottom of the connector box shall be at least 48 inches from the interface flange (described below)
4. A helium gas exit port shall be integrated with the connector box or mounted to the down tube below the connector box. The helium gas exit port shall be a 1/8” female NPT fitting and the CTF shall be designed such that all helium gas generated during operation is efficiently used to cool the coax cables and exits through the gas port exit. Note that this requirement may necessitate gas seals around the coax connectors and twisted pairs between the gas exit port and the connector box.
5. The Dewar flange shall be a 6” Ladish-compatible flange with a compression fitting sized to fit the CTF down tube.
6. A safety clamp shall be fitted around the downtube which can be clamped in an arbitrary location. The function of this clamp is prevent ejection of the CTF from the dewar in the case of an overpressure incident.
7. The distance from the bottom of the dewar flange to the interface flange must be a minimum of 43”
8. The downtube shall be a material with low thermal conductivity such as epoxy-fiberglass or stainless steel. Downtube diameter is to be determined by the vendor. Additional structural member(s) internal to the downtube may be used as appropriate consistent with providing a robust instrument with minimum heat leak.
9. The magnetic shield flange (Figure 2) shall be securely attached to the bottom of the downtube and/or to internal structural members as appropriate. Its construction and attachment shall ensure that the axis of a cylindrical magnetic shield attached to the flange will be perpendicular to the interface flange. Magnetic shields are not a part of this procurement
10. The interface flange, configured as shown in Figure 3, shall be fabricated of CDA-101 or CDA 102 copper and securely attached to the bottom of the probe such that the face of the flange remains perpendicular to the axis of the flange. The coax connectors on the flange (described below) shall be securely mounted in the flange such that all connectors shall maintain transverse and axial alignment of ±0.002” after repeated mate cycles.
a. Dimensions of the NIST-provided coax connectors should be verified before manufacturing this part.
b. Components to be attached to this flange such as sample mounts are not a part of this procurement Electrical and Magnetic Requirements
11. The downtube shall contain and support 80 coaxial cables as described in Table 1, and 12 twisted wire pairs as described in Table 2. The coaxial cables shall terminate in SMA connectors in the connector box and to the connectors described below on the interface flange. NOTE that the cables must be of identical length to ±0.5 mm. Wiring of the twisted pairs is described in Table 2
12. Any periodic support structures for the coax cables inside of the down tube shall be configured to ensure effective cooling of all lines by the helium boiloff gas.
13. The connectors at the interface flange shall be certified non-magnetic (I.E. no nickel plate or strike) GPPO or SMPM female connectors compliant with MIL STD 348B 328-1. These connectors will be supplied to the vendor by NIST
14. The magnetic shield flange and all parts below this shall be fabricated solely of non-magnetic materials.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)
1. The non-magnetic SMPM/GPPO connectors to be installed by the vendor on the interface plate will be provided by NIST.
2. If the contractor does not have access to appropriate TDR equipment appropriate to perform acceptance testing at the vendor facility, NIST will provide access to such equipment at NIST at a mutually acceptable time consistent with the required delivery schedule.
Inspection and Acceptance:
1. Acceptance test at vendor facility: Contractor shall test the completed CTF at the contractor’s facility prior to shipment and no later than 9 weeks after the FDR. NIST will have the option to witness tests. Test data provided to NIST shall include:
a. Leak test data verifying a leak rate < 1x 10-7 m-barL/s
b. Time Domain Reflectometry (TDR) data on all 80 coax lines demonstrating an impedance step of no more than 2 ohms at any connector at the top or bottom of the probe.
