STATEMENT OF WORK

Title: Precision Interferometer Requesting Lab: PML 686, Sources and Detectors Group

I. BACKGROUND INFORMATION

The Sources and Detectors group performs calibration and testing of very high-power lasers. A growing constituent within this laser community is high-energy pulsed lasers. We are currently unable to offer SI traceability to such lasers and, therefore, are developing measurement capability in this field. We require a precision interferometer to measure pulsed laser momentum to accomplish this. After testing, we established the performance requirements for such a precision interferometer. Moreover, we have found that some interferometric systems can be adversely affected (through electrical/optical interference) by the pulsed laser sources they are intended to measure.

Purpose/Objective: We require a precision interferometer that meets our technical specifications and is impervious to optical/electrical interference from a nearby high-energy pulsed laser.

II. SCOPE

The contractor shall deliver one (1) optimized precision prototype interferometer and the supporting options meeting the above criteria, including FOB Destination delivery and warranty meeting or exceeding all the requirements below.

III. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Using “gray market” components not authorized for sale in the U.S. by the Contractor is unacceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. We require a fully functioning precision interferometer with all the electrical and communications connections needed for operation.

Description: Precision Interferometer Quantity: 1 Technical Specifications

a. Interferometer type: Capable of accurate distance measurement

b. Fiber coupled output: required

c. Number of axes: 3

d. Visible alignment beam: required

e. Collimator diameter: less than or equal to 14 mm, single mode

f. Working distance (mirror): at least 4 cm

g. Resolution: 1 pm

h. Vacuum compatibility: required

i. Sample rate: at least 1 MHz

j. Internal data collection capability: Must include software/hardware to report position vs time for interferogram without customer-supplied data acquisition. This data need not be transmitted in real-time.

k. Data output mode: analog (sine/cosine output), digital (AquadB)

l. User interface: Ethernet or USB

m. Electrical power: 120 V – single phase

n. Environmental compensation capability

o. Software: Capable of displaying measurements and exporting the data

IV. DELIVERABLES

V. PLACE OF PERFORMANCE

Vendor shall provide information regarding the country of origin/manufacturer. All shipping shall be FOB Destination and included in all Firm Fixed Pricing. All items shall be delivered to:

VI. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment in which the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Test and inspection will take up to 7 business days after receipt of equipment.

Performance Tests:

The interferometer demonstrates adherence to the above technical requirements.

Standard Factory Warranty Terms are Acceptable

VIII. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, by the following schedule:

1. 100% after testing, inspection, and acceptance by the NIST, AND

2. After receiving an invoice submitted correctly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted unless otherwise requested and accepted by the Contracting Officer before award offer. Proposed payment schedules shall be submitted with the vendor’s response to the RFQ for consideration.
