Procurement of a Single-Channel Wireless Communications Research Platform

1. INSTRUCTIONS TO OFFERORS

1.1 Questions Regarding this RFP

Questions relating to this RFQ shall be submitted only via e-mail to angela.hitt@nist.gov not later than 11:00AM MST on August 20, 2015. The Government expects to incorporate the answers into one amendment and distribute the amendment to all Contractors through amendment in the FedBizOpps System. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be allowed. If a new question closing date is approved notification will be sent to all contract holders via amendment to FedBizOpps. The vendor shall reference the RFP number and the project title “Procurement of a Single-Channel Wireless Communications Research Platform” in the subject line of the e-mail.

1.2 Submission of Quotes

Quotes are due by 4:00pm MDT on Monday, August 27, 2015. The Contracting Officer reserves the right to modify any quotation due dates as required. Offeror's quotation shall be submitted in electronic format compatible with MS Office 2007 to angela.hitt@nist.gov. Quotes shall consist of the following : Company name, address, phone numbers, DUNS number, itemized quote including all minimum specifications along with past performance information. Quotes received after the prescribed date and time will be considered late and not included in the evaluations.

Failure to comply with the terms and conditions of this RFQ may result in the Offeror’s quote being removed from consideration for award. The quotation shall include page numbers and be clearly and concisely written.

Submission of proposal in response to this RFQ assumes contractor agrees to all terms and conditions unless specifically stated otherwise in the Offeror’s quote.

1.3 Submission of Technical Approach

Technical Approach is defined as the Offeror’s proposed solution(s) to successfully conduct performance under the requirements of the Technical Specifications.

Offerors should clearly describe, in sufficient detail, their technical approach in fulfilling the technical requirements identified in this RFQ. The Offeror should tailor the technical approach to achieve the requirements identified in this RFQ. Datasheets for the equipment included in the Offeror’s quotation shall be included.

1.4 Submission of Relevant Past Performance

The Offeror shall provide approximately 3 references for past contracts of similar scope and complexity. The description of each contract described in this section shall not exceed one half page in length.

In addition to the contract description, Offerors shall provide the following information:

1.Contract number;
2.Contract dollar value;
3.Period of Performance - indicate by month and year the state and completion (or "ongoing") dates for the contract;
4.Reference Contact - If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract;
5.Contracting Office - If a Government contract (Federal or state), identify the Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and Contracting Officer's Representative (COR), and their names, current telephone numbers and email addresses’
6.Problems Encountered - include information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems.

In this context, “relevant” is defined as project scopes that are similar in type of work (e.g., other single channel RF/communications systems) and complexity (e.g., analysis of digital modulations).

1.5 Submission of Price Quotation

Offerors shall submit their Price Quotation which shall include any sub-contracted supplies or services, along with any price supporting documentation.

2. METHOD OF EVALUATION

The Government anticipates awarding a single Firm Fixed Price (FFP) contract to the Offeror whose quote is the most advantageous to the Government, price and other factors considered. Quotes will be evaluated based on the details described in the evaluation factors below. When combined, all non-price factors are significantly more important than price. Award will be made to the Offeror whose quotation is determined to be the best value in accordance with this RFQ. The Government intends to evaluate quotations and may award a contract without communications. However, the Government reserves the right to conduct communications if determined by the contracting officer to be necessary. Therefore, each initial quotation should contain the contractor’s best quotation from both a price and a technical standpoint.

The quote shall set forth full, accurate, and complete information as required by this RFQ package (including attachments).
