ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING
REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-89)

Offerors must submit all questions concerning this solicitation in writing to the contracting officer within three (3) days of the posting. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 517919 with a small business size standard of $32.5 Million. This requirement is being competed as full and open competition. All interested responsible business concerns, regardless of size, may submit a quotation.
The National Institute of Standards and Technology (NIST) has a requirement for the purchase of Back Pack and Rack-Mounted Public Safety System.
Attached are the Specifications for solicitation NB670020-18-00916. Please submit a quote for the required Band 66 LTE Base Station/eNodeB that meet the requirements.
This RFQ is conducted under the authority of FAR 13 Simplified Acquisitions with NAICS code 517919, All Other Telecommunications, having a Small Business Size Standard of $32.5 million.

The provision at FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. Quoter shall clearly demonstrate their ability to meet the technical requirements and deliverable schedule as outlined in this solicitation. Quote shall include shipping costs.
NIST reserves the right to ship under NIST provided account.
BASIS OF AWARD:
Award shall be made to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached Specifications. This will be a firm fixed price purchase order.
The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306. The Government may reject any or all quotations if such action is in the public interest; and issue a purchase order to other than the quoter with the lowest priced quotation.
TECHNICAL CAPABILITY:
Evaluation of Technical Capability will be based on the information provided in the quotation.
Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. Failure to clearly and unambiguously demonstrate this will result in an “unacceptable“ technical rating.
PRICE:
Price shall be evaluated for reasonableness.
FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a fixed price contract to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached statement of work.

TITLE: Procurement of a LTE Band66/AWS-3 eNodeB
Requisition Number: NB670020-18-00916
LAB REQUESTING SERVICE: Communications Technology Laboratory, National Advanced Spectrum and Communications Test Network (NASCTN).
I. BACKGROUND INFORMATION
The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices and networks, and evaluating a device’s ability to share spectrum. As one of the most prolific technologies currently in use today, Long Term Evolution (LTE) technology is a significant factor in almost all proposed spectrum sharing scenarios. To research the use of LTE systems in shared spectrum environments the procurement of a commercial Evolved NodeB (eNodeB or eNB) is an essential part of our portfolio. This eNB will leverage the evolved packet core (EPC) already owned by NIST and be installed inside a NIST laboratory. We envision using this eNB for both conducted and radiated research. Radiated testing will take place inside a shielded test chamber.
As this is a research effort (and not a commercial deployment), having the ability to control the functions of the eNB is critical. The research use of this eNB also means that the typical “network-grade” reliability and redundancy is not necessary or required.
II. SCOPE OF WORK
NIST seeks a commercial, macro-cell eNB. The eNB will be installed inside a NIST laboratory and connected to a Cisco ASR 5000 series virtual EPC running release 16 of StarOS. The Contractor will be given access to the EPC for the purposes of installing and deploying the eNB. The required technical specifications, installation, deployment, and on-going services required are described in Section III below.
NIST will supply the antennas necessary to operate the eNB in a radiated manner. Given the nature of our research, we are interested in macro-cell eNBs (as opposed to micro-, pico-, or femto-cell designs).
The nature of our research warrants an eNB that operates in the AWS-3/Band 66 frequency allocation.
III. SPECIFICATIONS
The Contractor shall provide one (1) LTE Evolved Node B (eNB) that meets the following minimum technical requirements. The Contractor shall install the eNB as described below.
1. The eNB shall have the following technical characteristics:
1.1. Frequency of operation: Band Class 66 (defined as having an uplink frequency of 1710 MHz -
1780 MHz and a downlink frequency of 2110 MHz – 2200 MHz). Access to the full frequency band is required. This is commonly known as the AWS-3 frequency band.
1.2. Mode of operation: frequency division duplex (FDD).
1.3. Number of sectors: two simultaneous sectors shall be supported/enabled.
1.4. Channel width: up to 10 MHz.
1.5. The eNB shall connect to the backhaul network via a copper connection (i.e., CAT5 or CAT6 cable).
1.6. Multiple-input multiple-output (MIMO): 2x2 shall be supported/enabled.
1.7. Output power: at least 10 W per output antenna port.
1.8. Minimum number of active users supported by the eNB: 200 active users
1.9. Software provided with the eNB shall be the most current stable release available from the eNB manufacturer.
1.9.1. This software must have a perpetual license. That is, an annual license fee for the software itself is not required. This perpetual license does not apply to software updates/upgrades.
2. The timing source for the eNB will be a GPS signal. NIST will provide this GPS signal from an antenna mounted outside with a clear view of the sky.
3. All hardware will be installed indoors. The hardware provided by the contractor need not be designed for outdoor installation/use.
3.1. The hardware will be installed in a conventional 19” rack. The Contractor is responsible for providing rack mount hardware, or mounting the hardware to a suitable plate that can then be mounted in the rack.
4. The eNB (and associated hardware) shall run on conventional AC power (110/120 VAC) and the eNB system shall not draw more than 20 amps. In the event the hardware is designed to operate from DC power, the Contractor is responsible for supplying a power supply capable of converting the AC power to DC power. The Contractor shall include a suitable power cord which can be used to connect the system to conventional AC 120V power.
5. If the eNB system consists of more than one piece of hardware, the Contractor is responsible for providing any cables required to connect system components.
6. On-site installation, and services shall be provided by the Contractor. The Contractor is responsible for physically installing the hardware and ensuring that all components power up. NIST will commission the eNB based on a “golden” configuration provided by the eNB manufacturer.
7. Software and hardware technical support shall be provided as part of the eNB system. This support shall be available during normal business hours. No after-hours support is required.
8. The Contractor shall use only new equipment. The use of refurbished or used equipment is not permissible.
9. The Contractor shall include the cost of shipping the hardware to the NIST site in Boulder, CO.
Installation:
The Contractor shall install, deploy, and configure the eNB inside a laboratory at the NIST facility in Boulder, CO. Installation shall include, at a minimum, uncrating/unpacking of all materials, installation and configuration of the eNB, demonstration of specifications, and removal of all trash. The eNB will operate to manufacturer’s specifications upon installation. Installation will take place between 8:30 am and 5:00 pm mountain time, Monday through Friday (except Federal Holidays).
Warranty:
The Contractor shall provide, at a minimum, a one year warranty (technical support) on the eNB hardware and associated components. The warranty shall cover all parts, labor and travel (if required).
The warranty shall commence upon successful completion of delivery, installation, deployment and demonstration of all required specifications.
The Contractor shall provide, at a minimum, a one year warranty (technical support) on associated software.
The Contractor shall provide a perpetual software license.
IV. PERIOD OF PERFORMANCE
The period of performance shall be one-hundred (100) days from receipt of order (ARO).
V. PLACE OF PERFORMANCE
The installation and deployment of the eNodeB shall be accomplished at NIST, Boulder, Colorado.
Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

VII. PERFORMANCE REQUIREMENT SUMMARY
The Contractor shall demonstrate that all performance standards in this statement of work have been met at the time of installation and deployment. NIST will also perform basic measurements and experiments to ensure that the requirements have been met.
VIII. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Patent Rights: The Government retains a Government use license to all inventions arising from this work.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees that come on-site to install the chamber must be U.S.
citizens and comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
To facilitate the badging process all installation team members that will be on-site will be required to complete the badging/security process prior to working on-site. Therefore, the names and required information of the installation team must be sent to the TPOC at least 1 week prior to the start of installation.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a http://www-i.nist.gov/mml/safety/policies/index.htm
NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the TPOC, COR, and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
