About this file
This Statement of Work (SOW) details NIST's requirement for four (4) National Instruments PCI-5922 digitizer boards for the Material Measurement Laboratory's Chemical Sciences Division, Optical Measurements Group. The digitizer boards are needed to record and analyze exponential decay curves from an optical photodiode with high accuracy, specifically for scientific measurement purposes. The technical specifications require PCI or PCIe board type with at least two acquisition channels, 16-bit resolution at 5 MS/s, maximum 10 MS/s acquisition rate, Windows and LabView compatibility, and a minimum 8 MB/ch onboard memory.
The procurement specifies that only new instruments will be considered, with a minimum six-month warranty covering parts, labor, and travel. Delivery is set for 20 weeks after award, with FOB Destination terms to NIST's Gaithersburg, Maryland facility. The solicitation is structured as a market research tool to identify potential vendors, with a preference for small business set-asides if at least two qualified small businesses can be identified. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees, and the government is seeking responses that include manufacturing origin, product specifications, lead times, and capability demonstration.

STATEMENT OF WORK
TITLE: National Instrument Digitizer Board
LAB REQUESTING SERVICE: Material Measurement Laboratory, Chemical Sciences Division, Optical Measurements Group
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology’s (NIST) Materials Measurement Laboratory’s (MML) Chemical Sciences Division, Optical Measurements Group conducts work with an analog-to-digital converter (or digitizer) required to record signals from an optical photodiode following a transimpedance amplifier. These signals consist of exponential decay curves which must be recorded on the digitizer and then analyzed using a personal computer. These curves must be recorded with high accuracy and fidelity on both the time and amplitude axes, as non-linearity in the digitization of these curves leads to error retrieved decay constants.
An analog-to-digital converter (or digitizer) is required to record signals from an optical photodiode following a transimpedance amplifier. These signals consist of exponential decay curves which must be recorded on the digitizer and then analyzed using a personal computer. These curves must be recorded with high accuracy and fidelity on both the time and amplitude axes, as non-linearity in the digitization of these curves leads to error retrieved decay constants. For that reason, we are seeking to purchase four (4) National Instruments PCI-5922 digitizers as this board has been thoroughly studied and recognized as a metrology grade digitizer in the literature.

II. SCOPE OF WORK
The Contractor shall provide four (4) National Instruments PCI-5922 digitizer boards with at least 8 MB/ch onboard memory.
Only new instruments will be considered with sufficient warranty (at least 6 months). The four (4) National Instruments PCI-5922 digitizer board shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
1.0 Hardware
The hardware will consist of four (4) National Instruments PCI-5922 digitizer boards.
The specifications define this unit to be a digitizer board.
