Statement of Work for Tonopah Test Range Environmental Investigation Activities at CAU 413 Clean Slate II rev 0 Attachment 1 3/23/2015

Statement of Work

Tonopah Test Range Environmental Investigation Activities

A. ENVIRONMENTAL INVESTIGATION

Introduction

This Statement of Work (SOW) is for services to be provided by an Unexploded Ordinance (UXO) Subcontractor to support environmental survey and sampling activities conducted by Navarro at the Tonopah Test Range (TTR) in Nevada. The services include a visual surveillance of the work area including identification of potential unexploded ordnance / munitions and explosives of concern (UXO/MEC), determination of UXO/MEC type, and implementation of the necessary safety measures required to conduct remaining environmental investigation activities. All UXO/MEC or suspected UXO/MEC discovered during performance of the survey will be flagged and the location recorded via global positioning system (GPS). UXO/MEC or suspect UXO/MEC shall not be excavated, relocated, removed, disposed, treated or detonated during environmental activities.

The TTR is located approximately 235 miles (mi) northwest of Las Vegas, Nevada. The investigation site is approximately 4-6 square miles and consists of Corrective Action Unit (CAU) 413 (Clean Slate II), as well as some outlying support areas. The Clean Slate II site was utilized by the U.S. Department of Energy to perform plutonium (Pu) dispersion tests in the early 1960s. The site is presently posted as a “Contamination Area” due to plutonium-contaminated surface and subsurface soils. The site is located near former and active U.S. Air Force bombing ranges.

1.0 Scope

A UXO Technician III is required to perform visual surveys for suspect UXO/MEC under the direction of Navarro at the Tonopah Test Range in Nevada.

UXO personnel shall visually inspect each work area for surface UXO/MEC items in conjunction with performance of radiological surveys by Navarro Radiological Control Technicians (RCTs). UXO/MEC and suspect UXO/MEC items present within the survey area will be evaluated, identified, and flagged by the UXO Technician. The UXO Technician III shall identify and tag waypoint coordinates of each located UXO/MEC item using Navarro-provided GPS units, the UXO Technician III shall record location, type/identification of UXO/MEC item, quantity, and any other important information in the Subcontractor daily log. It is anticipated that most UXO/MEC will be flagged and the location recorded for future removal/demilitarization (by others), however, if the UXO/MEC is determined to be an

Statement of Work for Tonopah Test Range Environmental Investigation Activities at CAU 413 Clean Slate II rev 0 Attachment 1 3/23/2015 imminent hazard, the item’s location shall be recorded, and the UXO Technician III shall evacuate all site personnel to a safe distance. Navarro anticipates that one UXO/MEC Technician III is required to support the environmental activities at CAU 413.

The UXO Subcontractor will utilize a subcontractor –provided hand held analog magnetometer capable of detecting UXO/ MEC to a minimum depth of 1.0 ft bgs to assist in location and identification of buried/partially buried UXO/MEC. Preliminary investigation activities may include collection of soil samples by Navarro personnel. The UXO/MEC Technician III will ensure all sampling locations (surface and subsurface) are clear of MEC prior to allowing Navarro personnel to collect soil.

The work will be performed under the direct supervision of Navarro personnel. The Navarro Site Supervisor will have responsibility and authority for daily operations, work authorization through Plan of the Day (POD) meetings, and will direct the operations of the UXO/MEC Technician III. All site activities on the TTR will be coordinated through the Navarro Site Supervisor with assistance from the UXO/MEC Technician III.

2.0 Safety

The Proposal Evaluation criteria consists of three (3) criteria for technical capabilities. Award will be made to the bidder whose proposal provides the overall Best Value to the Contractor and the Government. The Technical Criteria are listed below in descending order of importance. Criteria1 is the most important factor and is more important than Criteria 2 and 3. Criteria 2 and 3 are equally important and more important than price. Price, although not the most important factor, may be the determining factor in the event two proposals are rated relatively technically equal. Contractor reserves the right to make trade-offs between the technical criteria and price in order to determine the best value.

6. LATE PROPOSALS, MODIFICATIONS OF OR WITHDRAWAL OF PROPOSALS

A. If the Offeror’s proposal is received by the Contractor’s designated office after the exact time specified for receipt, it will not be considered unless it –

Award may not be made if the Offeror has not been responsive to all instructions, certifications and representations indicated in this RFP.

The Contractor intends to evaluate the proposal and may award a Subcontract without discussions;

therefore, the initial offer should contain the Offeror's best terms from cost/price and technical standpoints.

However, the Contractor reserves the right to conduct discussions if later determined by the Contractor to be necessary.

The Offeror agrees if this offer is accepted within one hundred and twenty (120) calendar days from the proposal due date to furnish, within the time specified in the schedule, any or all items upon which prices are offered at the set price opposite each item at the designated point(s). Offeror’s failure to properly execute and return the Subcontract to Contractor within the time specified in the Subcontract Documents will cause the Contractor to suffer damage, the amount of which is difficult, if not impossible to ascertain.

In this event, Contractor shall be entitled to remedies by law, to declare a breach of Subcontract by such Offeror, to award the Subcontract to another Offeror in accordance with the provisions of the Subcontract Documents, and to declare a forfeiture of the Offeror's Proposal Security, if any.

Neither financial data submitted with an offer, nor representations concerning facilities or financing, will form a part of the resulting Subcontract. However, if the resulting Subcontract contains a clause providing for price reduction for defective cost or pricing data, the Subcontract price will be subject to reduction if cost or pricing data furnished is incomplete, inaccurate, or not current.

9. PENALTY OF MAKING FALSE STATEMENT

False, fictitious, or fraudulent statements made in proposals may render the maker subject to prosecution under Section 1001, Title 18, United States Code (18 U.S.C.1001).
