Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C262-19-AP-3071

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Great Lakes Acquisition Center, 115 S. 84th Street, Milwaukee, WI 53214 for the Clement J. Zablocki VA Medical Center, Police Service Department. PR No. 695-19-3-6127-0016.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VAMC requires an upgrade to its current security system. Supplies will include, but is not limited to:

cameras, work stations, recorders, card readers, servers, card printers, panic alarms, motions detectors, monitoring systems, and intrusion detection software. The contractor will provide products, installation, and maintenance of the security system. The estimated amount is $244,255.99.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The VAMC desires to sole source the security upgrade to Johnson Controls, Inc. because the entire security network (Cameras, recorders, servers, switches, card readers, card stock, card printers, and all monitoring systems) was designed, constructed and is currently maintained by Johnson Controls with Johnson Controls’ products. The systems are proprietary to Johnson Controls, so another business could not provide appropriate upgrades to these systems.

The facility is expected to provide security to control the integrity of our environment, particularly in Mental Health and other patient care areas. Without these specific Johnson Controls systems in operation, the VAMC would not be able to safely operate.

Additionally, the security network’s maintenance plan will be voided if other Non-Johnson Controls products are incorporated or installed on any upgrades and emergency replacement. The current physical access control system and Camera system for the entire property to include Green Bay, Appleton, Cleveland, Union Grove, Community Resource Referral Center and Honey Creek Buildings is operated and programmed by Johnson Controls.

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 Furthermore, during FY 17/18 critical upgrades were completed on the security system that cannot be maintained, upgraded or operated by other non-Johnson Controls type companies due to the complexity level and licenses that were purchased to include warranties.

The current recording servers are maintained by Johnson Controls. The recording servers are compatible with other systems made from other companies, however, the integration of another system could affect the overall performance of the systems’ and the safety of the patients, visitors and employees of our facilities.

The Johnson Controls platform is an approved platform for the Homeland Security Presidential Directive 12 (HSPD-12), signed in 2004, and Federal Information Processing Standard (FIPS) 201.

The pricing for these security system upgrades is fair and reasonable as Johnson Controls offers GSA schedule pricing for products and labor to maintain all security systems. Per FAR Part 8.404 Use of Federal Supply Schedules, pricing has already been determined to be fair and reasonable.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted because other vendors cannot perform upgrades to the current security system due to the proprietary nature of the system. Also, the integration of another vendor’s products or software into the current system would compromise the overall security measures for the VAMC. Johnson Controls will not install and maintain products from outside vendors. Therefore, using another vendor would not be cost effective as both Johnson Controls and the another vendor may be required to provide maintenance services to the same security system. Finally, purchasing and installing an entire new security system to create competition is cost prohibitive.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
