Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:
Department of Veterans Affairs, VISN 01, VA Connecticut Healthcare System; West Haven Campus;
2237 #689-19-3-4829-0132.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
HVAC Preventative Maintenance and Service Contract.
~$36,000/year for a base plus 4 option years at firm-fixed pricing.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is being award in other than full and open competition because the vendor is a Vet-Biz certified SDVOSB which has performed the work in the past and performed it well at a fair and reasonable price.
4. Description of market research conducted and results or statement why it was not conducted:
Market research involved checking vendor to make sure it met the SDVOSB requirements for awarding in other than full and open competition and to verify that the quote received was fair and reasonable. To that end, a VIP search was performed to make sure the SDVOSB registration was current. A check in SAM.gov to make sure the vendor was not on the Excluded Parties list and a check in FPDS for prior contract awards to get pricing comparisons for same work on other contracts.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
