1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100
Emancipation Drive, Hampton, VA 23667 Purchase Request No. 652-19-2-167-0069.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Richmond VAMC is in need of a brand name Ensite Cardiac Mapping System. The Ensite mapping system provides the most advanced state-of -the-art technology to monitor electrode position, map cardiac arrhythmias and adjudicate ablation points in a 3-dimensional electro anatomical map. The system allows to use very limited fluoroscopy during complex cardiac ablation procedures. The estimated amount is; $141,900.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items in need for this procurement are proprietary to Abbott
Laboratories (Large Business; DUNS: 967474896). The system has superb, unlimited flexibility to accommodate any electrophysiology catheters, not just to ones produced by the company which allows immense flexibility during complex cases. No other current commercial electrophysiology mapping system is able to provide this feature. The Richmond VAMC has standardized their practices on the Abbott Ensite platform. Their older system is now obsolete and an upgrade is in need for continued operations. Upgrading on the same platform will prevent undermining of current standardization efforts, reduce patient care risks, lessen the training burden, and avoid potential cost increases that are not expected to be recouped through a competitive acquisition.
4. Description of market research conducted and results or statement why it was not conducted:
Research was conducted by querying the VIP website under NAICS 339112. Search results showed
263 SDVOSB’s and 55 VOSB’s under the respective NAICS. However, the items needed for this procurement are proprietary to Abbott Laboratories. Further research efforts revealed that Abbott does have two authorized resellers/distributors for this equipment (VHSS & Marathon Medical). The
VA Rule of Two is applicable. The contracting officer believes that the most advantageous acquisition strategy for the government is to initiate an SDVOSB set-aside IAW VAAR 819.7005 and compete the acquisition amongst the two identified resellers/distributors.
5. Contracting Officer's Certification: Purchase is approved in accordance with VAAR 819.7005. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
