STATEMENT OF WORK

Statement of Work Global Navigation Satellite System Simulator N689362Q0041 11 May 2022

1.0 BACKGROUND

The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake requires the purchase of a new Global Navigation Satellite System (GNSS) Simulator. A GNSS Simulator is a computer equipped with radio frequency (RF) equipment that generates Global Positioning System (GPS) signals virtually identical to the signals produced by actual GPS satellites. A controlled, customizable simulation of GPS signals allows users to test GPS equipment and develop and evaluate GPS and navigation scenarios that may occur in the field.

Established in 2018, the NAWCWD GPS Enterprise Team (GPSET) was formed with the intent of making NAWCWD a center of expertise on GPS matters for the entire Navy, especially as M-Code (Military Code) implementation becomes an increasingly urgent priority for the entire DoD. M-Code is the successor to USG’s Y-Code, an encrypted jam- and spoof- resistant GPS signal available to authorized users. M-Code provides a more robust anti-jam and anti-spoof signal than Y-Code.

A GNSS Simulator is a key part of assisting GPSET customers in test and evaluation efforts leading to fleet-wide deployment of M-Code weapons. As a result of this action, a new GNSS Simulator will be delivered to the Global Positioning System Enterprise Team (GPSET), Code D552400.

Scope of Work

The contractor shall provide a GNSS (Global Navigation Satellite System) Simulator that, at a minimum, meets the specification requirements outlined below in Section 3.0. Delivery is required to NAWCWD China Lake, California No Later Than (NLT) 12 weeks after contract award.

3.0 REQUIREMENTS

The contractor shall supply a new GNSS Simulator that meets or exceeds performance described in the sections below. The vendor shall also provide delivery of the equipment.

GPS (Global Positioning System) Enterprise Team (GPSET) Requirements

3.1 GNSS Codes – Must be capable of simulation and subsequent transmission of the following GNSS frequencies as defined in the standards listed in Section 2.0:

3.1.1 GPS L1: C/A, P, Y, Advanced Encryption Standard (AES) Military Code (M-Code), Modernized NAVSTAR Security Algorithm (MNSA), C

3.1.2 GPS L2: P, Y, AES M-Code, MNSA, C

3.1.3 GPS L5

3.1.4 SBAS (Satellite-based augmentation system)

3.1.5 Galileo E1

3.1.6 Galileo E5a, E5b

3.2 Jamming

3.2.1 Continuous Wave (CW) – Must be capable of transmitting a continuous sinusoidal carrier wave at L1 (1575.42 MHz), L2 (1227.60 MHz) and L5 (1176.45 MHz) with a minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm.

3.2.2 Chirp - Must be capable of frequency modulating a jamming signal at frequencies L1 +/- 20MHz, L2 +/- 20MHz and L5 +/- 20MHz with an adjustable sweep time range of at least 1 – 10 microseconds (resolution 0.1 microseconds) and a minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm.

3.2.3 Binary Phase-Shift Keying (BPSK) – Must be capable of BPSK modulating an end-user created data stream (minimum 500 bit/s) onto L1 +/- 20MHz, L2 +/- 20MHz and L5 +/- 20MHz with a minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm.

3.2.4 Blue Force Electronic Attack (BFEA) – Must be capable of simulating BFEA during concurrent simulation and transmission of M-Code signals by jamming on L1 +/- 20Mhz, L2 +/- 20MHz and L5 +/- 20MHz using any combination of methods listed in 3.2.1, 3.2.2 or 3.2.3.

3.2.5 Customizable jamming waveforms – Must be capable of allowing end-user to create custom jamming waveforms on L1 +/- 20MHz, L2 +/- 20MHz and L5 +/- 20MHz through manipulation of any combination of 1) signal frequency; 2) modulation (must support at least BPSK, Quadrature Phase Shift Keying (QPSK), Frequency Shift Keying (FSK)); 3) data stream (minimum 500 bit/s); 4) transmission duration (time range of 1 microsecond up to continuous transmission, resolution 0.1 microsecond); 5) minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm; 6) sweep bandwidth and rate (minimum 40MHz bandwidth with an adjustable sweep time range of at least 1 – 10 microseconds (resolution 0.1 microsecond) centered around L1, L2 or L5 as selected by user).

3.2.6 Independent jamming signal power level adjustment – Transmission of multiple simultaneous jamming signals (regardless of type) must be capable of independent power adjustments with a minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm at selected center frequency (L1, L2, L5).

3.3 Spoofing

3.3.1 Full constellation spoofing – Must be capable of simulation of spoofing of no less than six in-view satellites through any combination of carrier phase manipulation, Doppler manipulation, navigation and/or ranging code manipulation.

3.3.2 Repeater simulation – Must be capable of simulating a fixed (stationary) repeater transmitter that retransmits simulated GNSS signals, whether regenerative or non-regenerative.

3.4 Other signals of interest and signal capabilities

3.4.1 All GNSS signals and frequencies (as listed in Sections 3.1 – 3.3) transmitted by simulator must meet the following dynamic capabilities: 1) Relative velocity maximum no less than 120,000 m/s; 2) Relative acceleration maximum no less than 200,000 m/s^2; 3) Relative jerk maximum no less than 900,000 m/s^3.

3.4.2 Custom signal support, including capability to develop new constellation models – Must be capable of allowing end-user to create custom waveforms on L1 +/- 20MHz, L2 +/- 20MHz and L5 +/- 20MHz through manipulation of any combination of 1) signal frequency; 2) modulation (must support at least BPSK, QPSK, FSK); 3) data stream (minimum 500 bit/s); 4) transmission duration (time range of 1 microsecond up to continuous transmission, resolution 0.1 microsecond); 5) minimum adjustable power range (as measured by NIST-standards calibrated signal analyzer) at simulator coaxial output of -180 dBm to 0 dBm, with resolution of 0.1 dBm. Must be capable of creating a user-specified constellation (“custom constellation”) of at least six in-view satellites capable of transmitting the custom waveform. Custom constellation must be capable of providing the means to derive a position solution within a connected receiver using the mathematical methods described GPS-SPS-PS and IS-GPS-200.

3.4.3 Multipath simulation – Must be capable of simulating multipath and/or fading channels using any combination of Rice, Nakagami-m and Kappa-Mu models.

3.4.4 Terrain interference simulation – Must be capable of simulating physical land features and their effects on effective isotropic radiated power (EIRP), signal/noise ratio at receiver, jamming/signal ratio at receiver (when appropriate), multipath/fading and PNT solution calculation at receiver.

3.4.5 Common programming language API – Must provide user-accessible Application Programming Interface (API) with adequate documentation that allows the user to create, implement and simulate any combination of the features listed in 3.4.1-3.4.9.

3.4.6 Adjustable signal output level – Must be capable of adjustment of simulator GNSS signal power output (as measured by NIST-standards calibrated signal analyzer) at simulator output in the range -180 dBM to 0 dBM, with resolution of 0.1 dBm.

3.4.7 Clock error simulation – Must be capable of simulating an adjustable clock error within simulated satellites and incorporate the error into transmitted signal(s) at simulator RF output to produce pseudorange calculation errors within receivers. Must be capable of generating a minimum clock error of 0.5 nanoseconds with a resolution of 0.1 nanoseconds.

3.4.8 External trajectory input – Must be capable of incorporating (via 3.4.4) user-created trajectories into simulation, whether ballistic or guided.

3.4.9 Receiver antenna pattern model – Must be capable of simulating common receiver antennas (including but not limited to dipole, microstrip, helix, quadrifilar). Must be capable of simulating adjustable gain pattern (e.g., isotropic, omnidirectional) through any combination of adjustment of azimuth, elevation and intensity. Must be capable of providing adjustable antenna mask angles.

3.4.10 Inertial Measurement Unit (IMU) simulation – Must be capable of simulating an IMU as part of an Inertial Navigation System. Must be capable of simulating PNT solutions during holdover (temporarily denied GPS environment). Must be capable of incorporating user-entered IMU performance parameters (including but not limited to Allan variance, angular error and position integration error).

3.5 Support Software

3.5.1 Test configuration and administration – Must be capable of user-customizable simulation scenarios, at a minimum through any combination of specifications listed in Sections 3.1 through 3.4.

3.5.2 GPS receiver data acquisition – Must be capable of logging simulation data for user analysis and satellite performance and health details as described in Section 2.0.

3.6 Computing hardware

3.6.1 Main user interface controlled by Intel Core i9 12th generation or CPU with equivalent performance

3.6.2 SDR-based simulators: Minimum 2 GPUs with Nvidia GeForce 10/Pascal microarchitecture or GPUs with equivalent performance

3.6.3 Windows 10 (version 1909) or Linux OS (kernel 4.9) as minimum OS requirements

3.6.4 64 GB DDR4 main system RAM minimum or 64 GB RAM with equivalent latency and throughput

3.6.5 Outputs – must provide dedicated 1) 10 MHz output; 2) 1 PPS output; 3) Simulated GNSS signals output (i.e., signals and frequencies produced by means listed in Sections 3.1 – 3.4.)

4.0 DELIVERY

4.1. The contractor shall deliver and install the GNSS Simulator deliverables to NAWCWD, China Lake, Ca 93555 Building 1400, room A-8 no later than 12 weeks after award.

4.2 The contractor shall include a line item for the price of delivery to NAWCWD, China Lake, CA 93555.

5.0 SECURITY

5.1 Information Security. Direct Support contractor personnel working under the purview of a DoN Commanding Officer/Commander shall comply with the local security provisions and the requirements of SECNAV M-5510.36B (series). The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), and SECNAV M-5510.36B

CUI information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDI 5200.48, Controlled Unclassified Information (CUI). Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail. Unclassified e-mail containing any DoD CUI shall be encrypted. Prior to sending CUI to any non-Navy Marine Corps Internet (NMCI) addressees, the sender must first positively verify all recipients are authorized access to CUI and have need-to-know. Non-NMCI recipients must have a DoD compliant Private Key Infrastructure (PKI) certificate that enables electronic transmission via unclassified networks while protecting the CUI with a digital signature and encryption.

5.2 Operations Security (OPSEC). The contractor shall comply with the OPSEC requirements outlined within the DD Form 254.

The Contractor shall develop, implement, and maintain an OPSEC program to protect controlled unclassified activities, information, equipment, and material used or developed by the contractor and any subcontractor during performance of the contract. The contractor shall be responsible for the subcontractor implementation of the OPSEC requirements. The OPSEC program shall be in accordance with DoD and DON operations security (OPSEC) requirements, to include:

1) Assignment of responsibility for OPSEC direction and implementation

2) Planning guidance for the use of the OPSEC Process to identify vulnerabilities and apply applicable countermeasures (Contact NAWCWD Industrial Security Office for a current OPSEC Annex and CI Guide)

3) Establishment of OPSEC education and awareness training

4) Provisions for management, annual review, and evaluation of OPSEC programs

5) Oversight for accountability of OPSEC requirements to subcontractors

Personnel Security. The contractor shall provide personnel with the appropriate personnel security clearance levels for the work to be performed. Access to [classification level here] information is required in the performance of this contract and shall be in accordance with the DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), incorporating change 2, 18 May 2016, applicable DoD personnel security regulations, and DoD Contract Security Classification Specification (DD Form 254). The contractor shall maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the DD Form 254 and the contract. All contractor personnel shall possess the requisite security clearance, accesses, and need-to-know commensurate with the requirements of their positions.

All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable Tier 3 (T3) investigation.

Section I of the contract. Concerning subsection (a)(2), “information otherwise in the public domain” is information officially released into the public domain, e.g. via Distribution Statement A, and does not include information in the public domain that has not been officially released. For disclosure of unclassified information that has not been officially released, the contractor must seek specific approval from the Contracting Officer, with approval from the NAWCWD Public Affairs Office (PAO).

Section D - Packaging and Marking

5252.247-9502UNPACKING INSTRUCTIONS: COMPLEX OR DELICATE EQUIPMENT (NAVAIR) (OCT 1994)
(a) Location on Container. When practical, one set of the unpacking instructions will be placed in a heavy water-proof envelope prominently marked "UNPACKING INFORMATION" and firmly affixed to the outside of the shipping container in a protected location, preferably between the cleats on the end of the container adjacent to the identification marking. If the instructions cover a set of equipment packed in multiple containers, the instructions will be affixed to the number one container of the set. When the unpacking instructions are too voluminous to be affixed to the exterior of the container, they will be placed inside and directions for locating them will be provided in the envelope marked "UNPACKING INFORMATION".
(b) Marking Containers. When unpacking instructions are provided, shipping containers will be stenciled "CAUTION - THIS EQUIPMENT MAY BE SERIOUSLY DAMAGED UNLESS UNPACKING INSTRUCTIONS ARE CAREFULLY FOLLOWED. UNPACKING INSTRUCTIONS ARE LOCATED (state where located)." When practical, this marking will be applied adjacent to the identification marking on the side of the container.
(c) Marking. All shipping containers will be marked in accordance with [to be filled out at time of award].

(a) Inspection and acceptance of the supplies or services to be furnished hereunder shall be performed by [TBD].

(a) The term "f.o.b. destination," as used in this clause, means-
(1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
(b) The Contractor shall-
(1)(i) Pack and mark the shipment to comply with contract specifications; or
(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading;
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.

The use of loose fill materials, asbestos, excelsior, newspaper and shredded paper (all types) are prohibited. In addition, all Wood Packaging Materials (WPM) shall be heat treated or chemically treated in accordance with the requirements of the International Standards for Phytosanitary Measures (ISPM) 15:2009, "Regulation of Wood Packaging Material in International Trade."

Section G - Contract Administration Data

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
