STATEMENT OF WORK FOR
ELECTRONIC WARFARE AND
EMPLOYEE DEVELOPMENT SOLUTIONS
25 June 2019
1. SCOPE. The Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA Multi-Spectral Defensive Electronic Warfare System Support Activity (MDEWSSA) Electronic Warfare (EW) Integrated Program Team (IPT) has requirements for organization and employee development services that include a) building coalitions across stakeholder groups, b) change management for organization changes, c) instructor led training and workshops, and d) coaching services. All of these services will be provided under a firm fixed price contract.
0. Background. The IPT has been using strategies to improve their processes, collaboration, and project management in the support of their product line. These strategies include employee development solutions, building self-awareness in key leaders through Learning as Leadership (LaL) seminars, systems engineering process improvement activities, promoting and building coalition across boundaries, organization construct improvements, and honing leadership skills in managing project teams at NAWCWD. The solutions provided under this SOW are critical to the continued success of the MDEWSSA EW missions.
1. APPLICABLE DOCUMENTS. None.
1. REQUIREMENTS. Delivery of these services requires a working knowledge of the NAWCWD organization, understanding of the MDEWSSA EW products, the mission within which the products fit, and trends in the future technology impacting these products. Also required is knowledge of the individual IPT planning and tracking systems, familiarity with LaL, experience in applying the results of the research conducted on collaboration at NAWCWD, the DoD systems acquisition process and lifecycle and the integrated product team/competency aligned organization and mission aligned organization constructs. The contractor shall have understanding of the IPT structure, including the roles of Block Lead, Product Lead, Project Lead, Functional teams, and Support teams. The contractor’s key personnel shall have advanced degrees in a human and organizational systems or a related field. The contractor’s key personnel shall also have extensive expertise in the software development and acquisition processes of NAWCWD. The contractor shall have experience in working with IPT leads, chief engineers, systems engineers, software developers, project managers, test and evaluation personnel, and military project pilots as demonstrated through past performance or previously holding these positions as government personnel. The contractor shall have a working knowledge of LaL methods and approaches, SEI’s CMMI model based improvement, Lean Six Sigma, and emerging trends in process consultation and complex responsive processes as ways to initiate and sustain improvement and change efforts.
2. Building Coalitions Across Stakeholder Groups.
0. The contractor shall develop customized approaches to improving collaboration within and between teams. The contractor shall build upon the collaboration and coalition building research conducted at NAWCWD. It is expected that coalition building is needed to continuously improve delivery of integrated EW defensive and offensive capabilities across the Navy Carrier Strike Group and Marine Air Group Task Force Elements. The initial efforts will involve creating coalitions across the NAWCWD groups (product teams and competencies) that develop and integrate EW suites onto Strike and Assault platforms. The services included under this requirement include, but may not be limited to a) identification of stakeholder groups, b) facilitated discussions with and between key stakeholder groups, c) advising on strategies to resolve disputes and enable collaboration. The contractor shall provide these services as an integrated part of the day-to-day operations of the IPTs and competencies. This requires the contractor to be on-site and working within the IPTs on a periodic and regular basis throughout the period of performance. The contractor shall provide these services on-site on average 1 day a month over the period of performance.
2. Change Management for Organizational Changes
1. The contractor shall provide change management support for the on-going organizational role and/or structure changes, or other initiatives intended to improve performance of individuals, Blocks, Functional Teams and/or the IPT. The services may include, but not be limited to a) designing IPT/Team wide events to gather ideas for improvements, b) customized survey and/or interview design and data collection, c) synthesis, analysis, and recommendations from data collected, d) education on approaches to change that previously have worked or not worked within the NAWCWD context, e) tracking and reporting of the reactions and results of change within and across teams. The contractor shall summarize the findings periodically and provide recommendations back to the change project teams and IPT leadership team. The contractor shall provide these services on-site on average for 2 days a month over the period of performance.
2. Instructor Led Training and Workshops
2. The contractor shall design and develop customized training events specific to the MDEWSSA EW IPT. The topics of these events are expected to include, but not to be limited to: workplace communication, role and responsibility clarification, creativity and innovation, and leading complexity. The contractor shall research topics with subject matter experts within the IPTs who will share guidelines, best practices, and the history of current processes. The contractor will then design training events using the latest techniques and approaches for adult workplace learning. The contractor shall provide materials for use at the event. The training modules will promote and accelerate just-in-time training to create cohesion and coordination for the MDEWSSA individuals, teams and Blocks. The contractor shall design and deliver up to 7 one-day events of the period of performance.
2. Coaching Services.
3. The contractor shall provide coaching services for individuals that include executive coaching, transition coaching, and development coaching. The contractor shall employ a coach that is an accredited Associate Certified Coach (ACC) through the International Coach Federation (ICF). The coach shall be familiar and fluent with the concepts and frameworks used in the NAWCWD organization’s workforce development programs such as Professionals At All Levels (PAAL) and Learning as Leadership (LaL) programs. The coaching may take place over the phone or on-site at government installation. The contractor shall provide up to 86 hours of coaching over the period of performance.

Contractor personnel must be able to obtain a base access and maintain continued base access over the life of the contract.
