The Government is not offering financing for this procurement.

The following is a second set of questions we have for the above reverenced solicitation

1. Please clarify EMI shielding requirement. Within section 3.2 it shows an intended range up to 10Ghz; however, within section 3.1.1 it shows a range needed up to 40GHz. Which one is correct?

Section 3.1.1 is correct

2. Similarly, within section 3.1.1 the EMI shielding is broken up into three ranges, 300kHz to 3GHz, 3GHz to 10GHz, and 10GHz to 40GHz. Within section 3.2 (that references back to 3.1), it calls out two ranges, 1MHz to 3GHz and 3GHz to 10GHz. Was it intentional that these ranges are not the same in both their quantities as well as the values within those ranges given?

Section 3.1.1 is correct

3. Is it important to the end user's operational goals to be able to maintain all levels of the specified EMI shielding attenuation in the event an operator must enter/exit the EMI-shielded area of the trailer during testing (or any other times where EMI shielding is required)?

No, shielding effectiveness is specified for a closed door scenario. It is understood the shielding of the trailer will be poor while the door is open.

4. Within section 3.1.2, we are reading this as the vehicle needs to be able to heat from -10F up to 70F and cool from 130F down to 50F. A 50F interior temperature is lower than is typically seen in such specifications, especially if exterior ambient is 130F. Please confirm that the stated values are correct and/or clarify how we are to interpret what was provided.

Correct.

Heat to 70°F from a -10°F ambient condition Cool to 50°F from a 130°F ambient condition

5. Within section 3.1.10 it states that, "The generator shall be shielded from EMI." Our understanding is that you want the output AC electrical power from the generator to be EMI shielded where it enters into the shelter, but that the generator itself does not need to be in an EMI shielded container. Please verify this interpretation.

The output AC electrical power from the generator needs to be shielded as it enters the trailer

6. 3.1.10 - Could you please provide a rationale for 3-phase power? Is there any specialized equipment that will be used onboard would be helpful to be aware of when creating our proposal?

Cooling requirements is a large driver of the 3-phase power. There is no equipment that directly requires a 3-phase power input. There is currently infrastructure available for a 3-phase input.

7. 3.1.11 - Please elaborate on the referenced monitors. Will they be CSE? How many monitors are requested/provided and what dimensions?

Unknown what CSE stands for.

In the past monitors have been used for surveillance equipment when personnel are inside the trailer. They have also been used for oscilloscope readouts and computer monitors.

Space and mounting equipment for up to four and no smaller than 32” monitors on the wall of the trailer in front of the desk is the requirement. The monitors themselves are not a requirement.

8. 3.1.13 - Please elaborate on the types of tools or preferred/estimated dimensions for the tool chest.

The tool chest is desired to be a small chest of approximately 27-36 inch width, approximately 16-18 inch depth, approximately 48-60 inch height, and approximately 8-16 drawers. The tool chest will be used for standard tools such as screwdrivers, pliers, wrenches, hammers, power tools, allen keys, etc. It will be used for non-standard tools and items such as SMA-torque wrenches, RF attenuators, RF adapters, and small coaxial cables.

9. Can the full EMI Shielding attenuation be achieved with the viewing window latched door cover in place, or does the full attenuation need to be achieved with the viewing window in operation?

While the requirement is for full attenuation when the viewing window is not in operation, the preference would be to include a metal mesh inside the window so it does provide ample attenuation. The cover for the window was a concern for heat as well as EMI as when there is direct sunlight through the viewing window it can make the trailer cabin hot.
