N68936-18-Q-0112 Integrated Circuit Board Solicitation Questions from Potential Offerors Question 1: The solicitation states that Individual orders will contain “Technical Data Package or Bill of Materials with specific requirements for the layout design, component values, applicable coatings and finishings, and any government furnished testing equipment or serialization requirements”. However unless I am missing something, I’m not seeing a fab drawing or any board specs in the data file. I understand that what is being said, I am trying to understand how to provide a cost.
Answer 1: The TDP contains a schematic, layout, material requirements for the PCB, and a Bill of Materials which contains a list of components, specifications, and locations to which each component is populated. It also contains all the gerber and GDO files necessary to plug & play with milling and population quickset machines. Some files were missed in the original upload, but are now included.
Question 2: In order to supply the requested price for one integrated circuit card per the submission requirements, we need a statement of work for the project. Specifically, the technical data package does not include the following information:
· PCB Thickness i.e. .062"
· PCB Material type i.e. Fr4
· PCB finish i.e. Tin-lead solder or Immersion Gold
· Soldermask color i.e. Green
· Manufacturing Standard IPC class 2 or 3.
Answer 2: See answer to question 1.
Question 3: Also, with the set aside change, would you be able to extend the response date?
Answer 3: The response date is extended to Tuesday, June 5, 2018 at 11:00 AM Pacific.
Question 4: I did not see any reference to the Past Performance Contract Data Forms. Is it safe to assume that we are not required to use that form on this solicitation?
Answer 4: Please read Section L for required documentation. The Past Performance Contract Data Forms are not required, however, your relevant past performance information is required.
Question 5: Is there any information or estimate on how many will be ordered per year. This states FFP, are you looking for one FFP to hold throughout the 5 years or are we expected to provide base year pricing along with option year pricing?
Answer 5: This is an Indefinite Quantity Indefinite Delivery Multiple Award Contract (MAC). All orders after the initial first order will be competed among the contract holders. The pricing for the first order does not apply to future orders. The value of the orders to be placed against all the contracts awarded shall not exceed $1,697,014 as indicated in section M, Evaluation – Commercial Items. There is not an estimate available for orders per year for this requirement.
