STATEMENT OF WORK

FOR THE

AIRCRAFT LAUNCHER INTERFACE COMPUTER (ALIC)

CHASSIS AND MECHANICAL ASSEMBLIES

15 August 2016

1. SCOPE

Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu Code 486M00E intends to procure the Aircraft Launcher Interface Computer (ALIC) Chassis and the mechanical assemblies. The ALIC Chassis houses all of the Electronic Assemblies, Power Supply and the Wiring Harness. The ALIC is an avionics assembly which provides a functional interface between the F-16C/D Block 40/50/52 aircraft and the AGM-88 HARM Missile. The ALIC is attached to the aft end of the LAU-118(V) 4/A launcher. The ALIC provides the necessary power and control interface for the AGM-88B/C/F Missile. NAWCWD Code 486M00E has a requirement to fabricate ALIC’s for the customer. Listed in paragraph 2.1 are the applicable drawings for the ALIC Chassis and the mechanical assemblies.

3. REQUIREMENTS

The Contractor shall manufacture, package and deliver twelve (12) sets of ALIC Chassis and the mechanical assemblies so that twelve (12) complete ALIC units (p/n 2959150) can be assembled together. For each of the drawings listed in the Table I – Procurement Part List, the contractor shall deliver all parts that are called out on the drawings unless they are noted as exception in Table I. The quantity for each of these parts shall be adequate to make twelve (12) complete ALIC units (p/n 2959150). All parts shall be done in accordance with the drawings listed in paragraph 2.1 and also with the requirements listed below:

3.1 Items must meet all drawing dimensions, tolerances, specifications requirements and performance requirements. The Government shall perform the First Article Acceptance Test (FAAT) on the first set of ALIC Chassis and the mechanical assemblies delivered by the Contractor unless the Contractor had previously manufactured them and the Government had accepted the deliveries from the Contractor. The Contractor shall not continue with the next set fabrication until the Government grants the FAAT approval. Form, fit and function shall be conducted during FAAT to ensure total compliance with the drawing and SOW requirements.

The contractor’s risk mitigation plan shall be addressed in the proposal and shall be enforced by the contractor upon early detection of risk occurring and shall be mitigated by the contractor to avoid negative impact on delivery schedules. On time delivery of the ALIC Chassis and the mechanical assemblies is a requirement. Late delivery shall not be accepted. Quality assurance processes and methods on completed ALIC Chassis and the mechanical assemblies are the sole and full responsibilities of the contractor.

Periodic Task Review Meetings to review status of deliverables, progress, quality assurance checks and inspect shall be conducted by NAWCWD Point Mugu representatives at the Contractor’s Facility on a mutually agreed upon meeting schedule.

3.2 Task 1: First Article Unit for ALIC Chassis and the mechanical assemblies The Contractor shall manufacture and deliver one (1) set of ALIC Chassis and the mechanical assemblies IAW paragraph 2 four months after award of contract. The Government shall perform form, fit and function check at a Government facility to ensure ALIC Chassis and the mechanical assemblies were built correctly and met all drawing requirements. Contractor participation is not required. Discrepancies shall be documented and provided to the Contractor for corrective actions.

3.3 Task 2: Deliverable Units for ALIC Chassis and the mechanical assemblies Upon successful completion of FAAT, the Government shall notify the Contractor to proceed with the manufacture and delivery of the remaining sets. Each remaining set shall be delivered fifteen days apart following the initial acceptance of the First Article Unit. The acceptance inspections of these sets shall be done at NAWCWD Point Mugu. Contractor participation is not required. Discrepancies shall be documented and provided to the Contractor for corrective actions.

3.4 Task 3: Options for Deliverable Units for ALIC Chassis and the mechanical assemblies Within 30 days prior to delivery of the last unit of the ALIC Chassis and the mechanical assemblies, the Government may exercise the option by written notice to the contractor. The options call for one (1) to ten (10) sets of the ALIC Chassis and the mechanical assemblies each year for the next five years.

Delivery of the added items shall continue at the same rate as the items called for under Task 2 of this

SOW.

3.5 The contractor is responsible to install the following parts onto the Government supplied Circuit Card Assemblies that are needed to make 12 sets of ALIC units:

a. 2964482-1 Spring, Flat

b. 2964524-1 Card Retainer, Wedge Lock

c. 2964483-1 Ejector

d. 2964481-1 Stiffener, Vertical

e. 2964480-1 Stiffener, Horizontal

3.6 The contractor shall ensure adequate consideration of packaging, handling, storage, and transportation (PHS&T) requirements for the ALIC Chassis and its mechanical assemblies in accordance with industry standards.

4. DATA REQUIREMENTS

The Contractor shall provide a Quality Assurance Certification with the delivery of each set of the ALIC

Chassis and the mechanical assemblies to certify that quality control and inspection have been performed to ensure the proper materials were used and the parts made are in full compliance with the drawing requirements. CDRL A00A
