PERSUASIVE WRITING FOR GOVERNMENT CONTRACT SPECIALISTS
CLASSIFICATION CODE: U – EDUCATION AND TRAINING
NAICS CODE: 611 – EDUCATIONAL SERVICES/611430 – PROFESSIONAL & MANAGEMENT DEVELOPMENT TRAINING
Contract Type: FFP with One Option – Lowest Price Technically Acceptable CLIN 0001: Course Development (Due 30 Sept 16) CLIN 0002: Course Execution (OPTION CLIN; Spring FY17)
Section 1: DESCRIPTION OF REQUIREMENT:
The Government is seeking a custom designed writing class that assesses the participants’ writing sample errors and mistakes and develops a curriculum that helps resolve common grammar issues and assists in mastery of persuasive writing for approximately 12-15 students per class.
The award will be made to the responsible offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, Performance Work Statement requirements, and provides the lowest price to the Government.

Section 3: Requirements:
3.1 Pre-work
The contractor shall provide a writing scenario that allows for the assessment of each class participant’s writing skills.
3.1.1 The contractor shall develop a tailored curriculum based on the assessments of 3.1.
3.2 Basic Grammar Skills
3.2.1The contractor shall provide a curriculum that reviews basic writing skills and techniques and provide associated job aids such as instruction cards, memory joggers and wall charts that allow individuals to quickly access the information needed.
3.2.2 The contractor shall review the most common grammar and punctuation errors and provide job aids.
3.3 Curriculum Development
3.3.1 The contractor shall develop a curriculum that provides instruction on legal and persuasive writing.
3.3.1.1 The curriculum shall introduce and define the characteristics of persuasive and legal writing.
3.3.1.2 The curriculum shall teach employees to write using persuasive and legal techniques.
3.3.1.2.1The curriculum shall include exercises that incorporate Government contracting negotiation principals which require the participant’s to evaluate the provided information and write a negotiation position using persuasive and legal writing techniques. (Example: Pre-negotiation Business Clearance)
3.3.1.3.2 The curriculum shall provide instruction on how to write Government contracts specific documents, such as Business Clearance Memorandums (BCMs) using persuasive and legal writing techniques.
3.3.1.3.2.1 The curriculum shall teach students how to state their negotiation position; support their position with facts; and articulate a clear and logical conclusion with appropriate citations.
3.3.1.3.2.1.1 BCM templates will be provided by the Government at the time of award.
Class Execution
3.3.1.3.3 The Contractor shall review writing assignments as well as identify common problems and trends.
3.3.1.3.4 The Contractor shall assess the students’ progress utilizing testing, presentations, and critiques.
3.3.1.3.5 The Contractor shall provide a final assessment of each participant based on the body of work submitted by each participant in the class.
3.3.1.3.6 The Contractor shall divide the class in sections to facilitate employee's busy schedules. Proposed schedules shall include a minimum of two hours a week with a one or two-day kick-off. If only one day, the remaining hours shall be scheduled during the period of performance of the class as needed. The class time should entail no less than 32 hours.
3.3.1.3.7 The Contractor shall provide the majority of the training at NAWCWD, China Lake, Ca, however distance learning may be incorporated for no more than 10% of total class hours.
3.3.1.3.8 The Contractor shall provide instruction to 12-15 employees.
