Statement of Work

RF Capture and Playback System

06/07/2016

1.0 Scope/Background

In order to meet current and future requirements of Naval Air Warfare Center Weapons Division, China Lake (NAWCWD), the Advanced Systems Development Office (ASDO) intends to procure one (1) RF capture and playback system. The Government intends to use the RF capture and playback system to collect RF signals in a laboratory environment and in the field to support Verification and Validation (V&V) of fielded systems.

2.0 Applicable Documents

3.0 Requirements/Specifications

The following describes the specifications for the radio frequency (RF) capture and playback system to be procured. The system consists of a single shock isolated wheeled rackmount chassis housing the RF capture and playback hardware. All specifications are the minimum requirements unless otherwise stated.

3.1 RF Capture and Playback System Shall Meet the Following Specifications:

3.1.1 General characteristics:

· Primary use: extensive RF data capture and playback in an anechoic chamber and in the field.

· Frequency range: 0.5 to 18 GHz

· Band Width: 1 GHz

· 90 Minutes of continuous record and playback

· IRIG B time code input

3.1.2 Detailed specifications:

IRIG Input
The system shall be capable of accepting standard Inter-Range Instrumentation Group (IRIG) time code input through a single female Bayonet Neill-Concelman (BNC) connector located on the back of the chassis. The system shall accept IRIG signal code A or B, AM or DC. The system shall automatically detect the input signal code format and/or allow the user to select the input signal code format via software.
Data Synchronization and Recording
The system shall be capable of timestamping using IRIG B.

Chassis

Dimensions
The system shall fit within a standard 19" wide equipment rack.
Rackmount Kit
The system shall include all hardware to support rackmounting the equipment.
Connectors
All input/output connectors shall be located on the front or back of the chassis as required to interface to the other hardware in the chassis. The signal playback connectors shall be SMA female connectors. The IF connectors shall be SMA female.
System Power Switch
The system shall include a way to power the system without requiring removal of the power cord or special power equipment.

Computer System

Operating System
The system shall use Microsoft Windows 7, 64-bit as its operating system. The operating system shall be provided with the system, installed, configured, and ready for use.
Acquisition / Control Software
The system shall include acquisition and control software.
Power Supply Input
The system shall accept standard U.S. receptacle power (95-115 VAC @ 50-60 Hz).
Processor
The computer system processor shall be capable of supporting full rate acquisition from all channels simultaneously.
RAM
The system shall include a minimum of 8 GB of RAM.
Ethernet
The system shall include a 1000Base-T Ethernet interface port, accepting standard RJ45 male connectors.
Storage Drives
The system shall have the required RAID storage system to support recording and playback at least 90 minutes of data.
Display Output
The system shall provide output to an external display monitor that is mounted in the shock isolated, wheeled chassis.
Other Peripheral Interfaces
All peripheral interfaces (audio input/output, RS-232, PS2, etc.) required to control the system shall be readily assessable and close to the display.
System Support Software and Documentation
All system software, product manuals, and configuration procedures shall be installed on the delivered system as well as provided on read-only CDs or DVDs. This shall include the OS, control and acquisition software, peripheral software tools, and any system hardware drivers, as well as procedures required to rebuild the system HDD in the event of a failure.
Prohibited Components
The system shall not have any cameras or wireless transmitting or receiving components. This includes but is not limited to webcams, 802.11 WiFi, Bluetooth, optical, or other RF protocols and standards.

Environmental

Operating Temperature
The system shall be capable of operating in an ambient temperature of 0°C to 35°C.

3.2 Delivery/Acceptance:

The RF Capture and Recording System shall be delivered within 180 days of contract award. The RF Capture and Recording System will be inspected by a Government representative at the Government’s facility. Acceptance of the RF Capture and Recording System is contingent upon delivery of the RF Capture and Recording System to the Government’s facility and successful determination and/or demonstration of all specifications identified in Sec. 3.1 above. Acceptance will be within 90 days of the system being received at the Government facility.

4.0 Deliverables

4.1 Rackmounted Signal Analyst workstation with minimum capability of Dual Xeon, Quad-Core Workstation, 64GB RAM with 128 TB Hard Disk Drive (HDD) Storage Archive and software packages to support RF data acquisition and playback.

4.2 Rackmounted 1000 megahertz (MHz) single channel signal recorder with 800 MHz Intermediate Frequnecy (IF) input and maximum digital IQ output rate of 4.8 Gbytes per sec. Including control software and documentation installed on workstation and delivered on a CD. Analog differential baseband IQ outputs for playback (4 each SMA female), 1000 MHz IQ bandwidth.

4.3 Rackmounted 500 MHz to 18 GHz downconverter with 1000 MHz bandwidth centered at 800 MHz IF output.

4.4 Rackmounted 500 MHz to 18 GHz up converter with differential IQ inputs for 1000 MHz output at carriers up to 18 GHz.

4.5 Rackmounted RAID0 Solid State Drive (SSD) external disk storage capable of at least 90 minutes of storage).

4.6 PCIe x4 Express Card 34 host cable adapter for use with laptop computers as system controller. Including a 2 meter cable.

4.7 PCIe x8 host cable adapter for use with desktop computers as system controller. Including 2 meter cable.

4.8 Rack enclosure to house system to include the down converter, upconverter, workstation, storage archive and power distribution.
