Section C - Descriptions and Specifications
STATEMENT OF WORK
STATEMENT OF WORK (SOW)
FOR
PULSED ELECTRON DEPOSITION SYSTEM
1. BACKGROUND
The Optical Coating Facility in the Research Office at Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure a fully-automated vacuum coating system. The NAWCWD Optical Coating Facility has used conventional sputtering and evaporation systems over the past four decades to deposit optical coatings for many advanced Navy applications but the resulting amorphous films often have grain boundary scattering and absorption too large to be used for some of the more challenging applications. The Government has determined that films deposited by Pulsed Electron Deposition (PED) systems deposit polycrystalline films at relatively low substrate temperatures and have better properties than the amorphous films deposited by the more conventional physical vapor deposition technologies such as sputtering and evaporation. This is significant because it will allow the Government to deposit hard, dense coatings onto heat-sensitive materials at lower temperatures than alternative methods.
0. Scope
The Dual Beam PED System is a laboratory-size coating system that will be used to develop coatings and thin films for advanced Navy applications. The system will be used to develop new coating materials for applications such as: Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) optics, interference shielding, signal absorption, environmental protection, abrasion resistance, and conductive coatings, etc.
1. APPLICABLE DOCUMENTS
None
1. REQUIREMENTS/SPECIFICATIONS
2. The Contractor shall provide a vacuum coating system that meets the following specifications:
0. Pulsed Electron Deposition System The contractor shall provide a vacuum coating system that shall be able to deposit metals, semiconductors including transparent conductive coatings, insulators, and polymers. The system shall incorporate PED and consist of an 18-inch-diameter stainless-steel chamber equipped with two Pulsed Electron Beam (PEB) sources that point downward at a 55-degree angle toward the target materials that are being ablated. The PED System shall include all of the standard inclusive and necessary items for operation. The standard items shall include the following: vacuum pumps, power supplies, mass flow controllers, pressure gauges, temperature control, rotating multi-target carousel, and software for controlling system operation.
0. Material layering A rotating target carousel shall accommodate four two-inch-diameter targets to enable the deposition of single layers, multilayers, and superlattices of as many as four different materials.
0. Four-inch-diameter substrate heater The contractor shall provide the following:
2. A four-inch-diameter substrate heater capable of reaching 850°C using radiative heating.
2. A four-inch-diameter rotatable substrate stage
1. The substrate stage shall be oxygen compatible.
2. The substrate heater shall contain adaptors for mounting 3-inch and 2-inch wafers.
2. The substrate heater shall include a 3-inch plate with holes/clips for mounting odd-shaped substrates and multiple small substrates.
2. The rotating stage shall hold the substrate(s) facing downward.
0. Second pulsed electron source package to enable dual beam deposition The system shall come with two PEB sources that can be operated independently using different pulse rates and different powers. The package shall include a pulsed electron beam source, 20 keV power supply, electronic control package, and pre-installed computer software for controlling the dual beam deposition.
0. Substrate Z stage with a throw distance of 4 inches total The system shall include an adjustable Z stage consisting of stainless-steel assemblies for rotating the stage and shall have an adjustable target-to-substrate distance of up to four inches for moving the stage closer to and further away from the targets. The seals and bellows shall maintain a vacuum of 5 x 10-7 torr when the stage is rotating or being moved closer to or further away from the targets.
0. Forepump The system shall include a roots pump package with controller and cables. The roots pump has better reliability, requires less maintenance, and produces fewer particulates that could contaminate the growing film in comparison to alternative pumps such as a scroll pump.
0. Throttle Valve The contractor shall deliver a throttle valve with controller and cables. The operation of the valve shall be manual rather than incorporated into the vacuum coating software. The standard approach slows down the turbopump to achieve required pressure for the process gases which can range from 5 to 20 millitorr. The manual throttle valve provides more linear and finer control of the process gas pressure.
0. Mass Flow Controllers (MFC) with 100 sccm max flow rate The system shall be equipped with three (3) mass flow controllers (MFCs) for argon, oxygen and nitrogen each with maximum flow of 100 standard cubic centimeters per minute. The operation and control of the third MFC shall be integrated into the vacuum coating system software.
0. Viewport The chamber shall have a hinged quick-access viewport door on an eight-inch-diameter conflat flange that has an opening at least 5.7 inches in diameter.
0. Software User Interface The system software shall have easily accessible windows for monitoring and controlling of all of the system components and process parameters including the repetition rate and pulse energy of the pulsed electron sources, the motors used for substrate rotation, target rotation, and rastering, the feedback between the MFCs and pressure gauges to optimize gas pressure during the deposition process, and the ramp rate and temperature of the heated substrate stage.
0. Chamber Pressure The vacuum pumping package shall be able to pump the chamber down to a base pressure of 5 x 10-7 torr or lower, shall consist of a 300-liter-per-second turbomolecular pump backed by a 250-liter-per-minute roots pump and shall be equipped with a Meivac throttle valve and a gate valve
0. Conflat Flanges The chamber shall be supplied with additional conflat flanges that can accommodate additional deposition sources, valves and sensors as needed
0. Multi-Sensor Gauge A multi-sensor gauge such as the MKS 999 cluster gauge shall be included and shall be capable of monitoring the pressure from atmosphere to a minimum base pressure of 5 x 10-10 torr.
2. Acceptance and Installation
1. The Dual Beam PED system shall meet the following acceptance criteria for deposition rate, thickness uniformity and ultimate vacuum:
0. Using just one of the PED sources, the vacuum coating system shall be able to deposit silicon dioxide (SiO2) at a deposition rate of at least 2 nanometers per minute from a single 2-inch-diameter fused silica target.
0. The thickness uniformity of the SiO2 film shall not vary more than 5% from the center to the edge of a 2-inch-diameter substrate.
0. When the vacuum coating system is clean and dry, it shall achieve an ultimate base pressure of 5 x 10-7 torr or lower. It shall be possible to pump the vacuum system down to a base pressure of less than 1 x 10-6 torr within 45 minutes.
1. The complete system shall be assembled and tested at the vendor’s factory before it is shipped to NAWCWD.
1. The procurement shall include installation, training, and all necessary cables, controllers, pumps, valves, gauges, readouts, interfaces, hardware and software to permit complete system operation and maintenance.
1. The chamber and electronics rack shall fit through a standard 32-inch wide by 80-inch tall door opening.
1. The PED system shall be powered by a standard 110-volt power outlet.
1. The PED system shall be installed by the contractor’s field engineers.
1. The installation and acceptance of the system shall be within 30 days of the delivery of the system at NAWCWD.
1. DELIVERABLES
3. Delivery The Dual Beam PED system shall be delivered within 20 weeks of Award Date of Contract to:
Commander, NAWCWD Attn: Mark B. Moran, Code 4F0000D Building 01400, Room B-24 China Lake, CA 93555
3. Manuals
The contractor shall provide electronic copies of maintenance, operating, and software manuals for the Dual Beam PED system.
1. MISCELLANEOUS
4. Warranty
The contractor shall provide a standard, commercial warranty.
