CIP Upgrade Purchase Request

Replica F-35 Hands-on Throttle and Stick Procurement

1. Purchase Description The JSF Hands-on Throttle and Stick (HOTAS) is an integral part of the JSF Cockpit and a replica is required by the simulation developer. This purchase is to procure exact replicas of the look and feel of real JSF HOTAS, with USB interface to a PC. When connected to a PC, the replica HOTAS must be recognized as a USB Human Interface Device (HID). The replica HOTAS consists of two interconnected controls: 1) the hands-on-throttle; and 2) the flight stick.

3. Response Requirements

3.1. LETTER OR CERTIFICATE OF VOLATILITY – All solicitation response must include a letter or certificate of volatility that accurately lists all electronic memory in the device, and describes for each memory:

· whether the memory is volatile or non-volatile,

· when and how each non-volatile memory is programmed,

· whether the memory is user-programmable,

· whether the memory is write-protected, as well as

· whether, and how, each memory can be cleared of any user information.

3.2. DESCRIPTION OF EXTENDED ON-SITE REPAIR WARRANTY – All solicitation responses shall include a description of extended on-site repair services or warranties available with the offered products.

4. Specifications

4.1. LOOK & FEEL – The replica HOTAS must match look and feel of real F-35 flight grips, including all buttons, actuators, and encoders on the real grips. Throttles must provide slide-based actuation. The build materials and components are not required to be flight-grade.

4.2. ELECTRONIC INTERFACE – The replica HOTAS must provide a USB interface and present to the operating system as a Human Interface Device (HID).

4.3. MEMORY – The replica HOTAS must provide a method to clear both user-programmable configuration information and any information that may remain in interface caches or buffers. The clearing method must be detailed in a letter of volatility accompanying any response to the solicitation.

4.4. MOUNTING – The replica HOTAS must be capable of being drop-in, top-surface flush mounted.

4.5. SERVICABILITY – The replica HOTAS shall be field-serviceable by technical end users or vendor technicians. These devices will not be returned to the vendor for service.

4.6. WARRANTY – The replica HOTAS shall be warrantied against breakage and manufacturing defects for a period of not less than two years after delivery. Extended on-site repair services or warranties must be available for purchase during the warranty period.

5. Statement of Work

5.1. TECHNICAL SUPPORT – The vendor shall provide ad hoc, next business day response, developer-level technical support during business hours for a period of not less than one year after delivery.

5.2. REPAIR & SERVICE – The vendor shall provide up to one on-site visit to repair warrantied devices during a period of not less than two years after delivery.
