Statement of Work Teledyne-Lecroy LabMaster 10 Zi Oscilloscope System March 23, 2016
1.0 Scope/Background
In order to ensure the Naval Air Warfare Center Weapons Division, China Lake (NAWCWD) is at the forefront of experimental and data acquisition technology, the Detonation Sciences Branch intends to procure one (1) Teledyne-Lecroy LabMaster 10Zi oscilloscope system. Oscilloscopes are widely used in the RDT&E realm at China Lake to record output voltages as a function of time from a variety of different gauges and circuits. These voltage-time records are necessary for learning about and characterizing the given test item of interest.
2.0 Applicable Documents

3.0 Requirements/Specifications
The specifications below describe the necessary technical requirements of the oscilloscope to be procured. This system is composed of one (1) Master Control Module (MCM), two (2) Acquisition Modules (AMs), and necessary connection cables. All specifications are the minimum requirements unless otherwise stated.
3.1 The contractor shall deliver one (1) LabMaster 10Zi oscilloscope system, with one (1) MCM and two (2) AMs, to NAWCWD. Specifications of these components are as follows:
3.1.1 Eight total and useable oscilloscope channels shall be delivered.
3.1.1.1 “Useable” requires all eight channels must be used for data acquisition;
not, for example, time synchronization between oscilloscopes or channels 3.1.2 All oscilloscope channels shall be 20 GHz (gigahertz) 3.1.2.1 All oscilloscope channels shall have an 80 GS/s (gigasample/second) sample rate
3.1.2.2 All oscilloscope channels shall have a memory depth of 128 Mpt (megapoint)
3.1.2.3 All oscilloscope channels shall have a minimum recording time of 1 ms (millisecond) at their highest sample rate. This entails a combination of sample rate and memory depth:
3.1.2.3.1 128*0.001/80 = 1.6 ms recording time; meets 1 ms standard 3.1.2.4 All oscilloscope channels shall be time synchronized together with a 10
GHz clock
3.1.3 Removable Hard Drive of at least 500 Gb (gigabytes) shall be provided.
The oscilloscope system shall be standalone; i.e. no external computer hardware or software that does not already accompany the oscilloscope system shall be required to synchronize and/ view the eight channels.
3.1.4 The Oscilloscope shall have the capability to perform jitter analysis for multiple channels, including but not limited to a histogram analysis pulsed waveforms.
The system shall simultaneously display all acquired channels on the same display, with up to 20 independent grids, to maintain full dynamic range of the signal.
3.1.5 The system shall perform concurrent, real-time processing capability of digitized waveforms as well as processing of third-party applications/programs.
3.1.5.1 Third party applications/programs shall be able to involve the concurrent waveforms and/or other external systems.
3.1.6 The system shall incorporate user defined functions written in MATLAB and C.
3.2 The contractor shall provide a standard 3 year warranty
3.3 The contractor shall provide annual calibrations each year for 5 years for the MCM and both AMs.
3.3.1 The oscilloscope system shall be calibrated upon arrival. This initial calibration shall not be included in the 5-year calibration agreement.
3.4 Modularity and Upgradability
3.4.1 The system shall be upgradeable by a minimum of 12 additional useable channels (totaling a minimum of 20 channels).
3.4.1.1“Useable” requires all channels to be used for data acquisition; not, for example, time synchronization between oscilloscopes or channels.
3.4.1.2 Shall keep minimum specifications listed in 3.1.
3.4.2 The systems shall use AMs with different bandwidths simultaneously while keeping the 10 GHz synchronization clock and the 1 ms minimum record time.
3.4.3 The system shall simultaneously display all acquired channels on the same display, with up to 20 independent grids, to maintain full dynamic range of the signal.
3.4.4 In keeping with the requirements for the initial oscilloscope system, the system must remain standalone upon any upgrades. No external computer hardware or software that does not already accompany the oscilloscope system shall be required to upgrade the channel count (and therefore synchronize and view the channels) from 8 to 20.
3.5 Prohibited Components
3.5.1 The system shall not have any cameras or wireless transmitting or receiving components. This includes but is not limited to webcams, 802.11 WiFi, Bluetooth, optical, or other RF protocols and standards.
4.0 Delivery/Acceptance The oscilloscope shall be delivered within 180 days of contract award. The oscilloscope system will be inspected at China Lake by a technical expert in the Detonation Sciences Branch.
4.1 A representative of the contractor shall ensure proper configuration, installation, and setup of the system within two weeks of delivery.
4.2 Acceptance of the oscilloscope is contingent upon delivery of the oscilloscope to the Government’s facility and successful determination and demonstration of all specifications identified in Sec. 3.1 above.
4.3 The contractor shall provide two days of training for three employees upon successful completion of the requirements in Section 4.1 and acceptance by the Government.
