This LS.I supports the purchase of Automated Entry Contro l Systems (AECS) and installations for Bui !ding 20000A at China Lake, CA to be in compliance with Department of Defense (DoD)

5200.01 Volume 3, DoD Information Security Program, Protect ion of Classified Information;

Secretary of the Navy Policies and Instructions (SECNA V) M55 I 0.36, Department of the Navy Information Security Program and Office of the Chief of Naval Operations (OPNA V) rNST 5530.14E, Navy Ph}s ical Security and Law Enforcement Program.

3. Description of the Supplies or Services required meeting the Agency's Needs (including the estimated value):

The new Automated Entry Control Systems (AECS) system must be part of the overall larger (AECS) system which includes a Hirsch network server and is admi nistered by the Hirsch Velocity software. All components of the system including the door control panels and CAC readers shall ha"e to communicate the Hirsch server using the velocity software.

Also, per 5530. I 4E all hangars are required to have (AECS). Building 20000A at China Lake, California is one of five hangars on station. The AECS identifies an individual and authenticates the person's authority to enter the area through the use of the individuals CAC (Common Access Card) badge. This procurement is in accordance with SECNAV Manual 55 10.36A "Department of Navy (DON) Information Security Program (ISP)" dated .June 2006 which establishes specific policies to provide uniform implementation through the DON. In addition to the above regulation the (AECS) system shall be in Federal compliance with FICAM certi fication for CAC validation systems and shall meet FIPS 201. FIPS 140-2 & NIST SP800-116.

The estimated value o f the AECS is $199,847.97 based on an estimate of parts and labor required for 34 systems including installation and travel in support of the effort

4. Identification of the J ustificat ion Rationale (see FAR 8.405-6(b)) and , if applicable, a

Demonstration of the Proposed Contractor's Unique Qualificat ions to Provide the

Required Supply or Service.

FAR 8.405-6(a)( l)(i)(B), Only one source is capable of providing the suppl ies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Supporting information:

Per Federal Acquisition Regulation (FAR) 8 405-6(b); only one manufacturer, Hirsch, is approved by the Navy to operate on the Navy Marine Corps Intranet (NMCI) network. DAD MS approval for the Hirsch Velocity Software to run on the (NMCI) network was obtained. The Hirsch server and door control panels were also tested and accredited to be attached to the (NMCI) network.

History: The DON ISP was implemented in 2006 and at the time Hirsch was the only known AECS system that was compliant with security policies, therefore NA WCWD upgraded the AECSs using Hirsch products. Consequently, NA WCWD invested approximately $4M to ensure the AECS was connected to the NMCI network and all information assurance requirements were met, therefore Hirsch is the only manufacturer compatible with existing network servers capable of satisfying this requirement.

5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d).

The contracting officer has determined that this purchase order represents the best value and results in the lowest overall cost alternative to meet the Navy's needs. The Naval Air Systems Command (NA VAIR) will seek additional discounts from the schedule holder because the price order exceeds the simplified acquisition threshold , in accordance with FAR 8.405-4.

6. A Description of the Market Research Conducted among Schedule Holders and the

Results or a Statement of the Reason Market Research was not Conducted.

The technical point of contact conducted market research by reviewing historical NA WCWD procurements within the last 12 months for similar requirements, as well as researched the General Services Administration (GSA)/ Federal Supply Schedule (FSS). This research focused on the GSA Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Clothing, Marine Craft and Emergency/ Disaster Response; Schedule 84-246-1000 Security, Alarm & Signa l Systems. There are currently 26 contractors listed that are small business that can compete for this requirement that are authorized.dealers for the Hirsch manufacture products. This research led to the conclusion that this procurement can be fulfilled using GSA FSS as a small business set-aside.

Market Research shows the Hirsch systems provide the following required features: Two person access control, door interlocking mantraps, anti-pass back control, timed anti pass back controls, occupancy counting, virtual relays, changing access for threat levels, use counts, day limit schedu les, auto disable/delete for expired users, duress alarming, function commands, tagging users for law enforcement investigations, door left open too long alarms, operator logs, CAC enrollment and status viewing.

7. Any other Facts Supporting the Justification.

No other facts are app licab le.

8. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers that Preclude the Agency from Meeting the Requirements of FAR 8.405-1 and

FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made.

Further market research has not been conducted because the DoD standards have not changed.
