The following have been added by full text:
SUMMARY OF CHANGES
Q1) CLIN 0015, for 8560A Spectrum Analyzer (NSN 6625-01-327-5448), and CLIN 0016, for 8648B Am/FM Signal Generator (NSN 6625-01-501-5939) are obsolete. The equipment has been replaced. Recommend replacing N9020A/N9030A as a suitable replacement for 8560A under NSN 6625-01-327-5448 and recommend replacing N5172B as a suitable replacement for 8648 OPT 1EA, 1E2, 1E5, 1E6 and H31 under NSN 6625-01-501-5939.
A1) Suggested replacement models are not acceptable. As stated in the Solicitation Synopsis, brand name specific parts are required, per the J&A. Additional information/clarification is provided in A7.
Q2) Regarding CLINs 0001 and 0002, PN: 1121, NSN 6625-01-458-5918 AUDIO ANALYZER, is a Boonton 1121A acceptable? If not, manufacture rep is asking the following: What options are required?
-01 Rear Panel Input/output -11 400 Hz High Pass Filter -12 Psophometric (CCITT) Band-Pass Filter -13 CCIR Band-Pass Filter -15 A Weighting Filter -16 B Weighting Filter -17 C Weighting Filter -18 Audio Band-Pass Filter -19 C-Message Filter
A2) Boonton 1121A is not acceptable. The straight PN 1121 is required with no options.
Q3) CLINs 0004 and 0005, NSN: 6625-01-278-2908 calls out Part #'s 212159. Will the government accept 212159USN?
A3) Suggested replacement models are not acceptable. As stated in the Solicitation Synopsis, brand name specific parts are required, per the J&A. Additional information/clarification is provided in A7.
Q4) CLIN 0009, PN: 2947A NSN; 6625-01-495-8448 TEST SET,RADIO is no longer offered by the MFG. They do offer similar products that may fit the need depending upon the technical requirements. Will either the 2445B and 2948B Communications Service Monitors work as a replacement for your requirement?

Q5) CLIN 0015, PN: TCR300S3-1, 8560AOPTH01 Analyzer 6625-01-327-5448 is an obsolete part. Will either the TCR Series or GEN Series work as a replacement for your requirement?

Q6) Will the government be responsible calibration of the equipment after delivery?
A6) Yes.
Q7) For all obsolete items will a reconditioned or substitute item that meets the NSN specification be acceptable to the customer?
A7) No. Suggested replacement models are not acceptable. As stated in the Solicitation Synopsis, brand name specific parts are required, per the J&A. Additional information/clarification is provided below.
This equipment is being procured in support of NAVSEA maintenance requirements and will be utilized on NAVSEA ships. This equipment is considered TMDE (Test, Measurement and Diagnostics Equipment). This equipment will be used to perform preventative maintenance on prime systems shipboard. As such, the accuracy of equipment used to conduct measurements must be validated and the accuracy of individual measurement results will be traceable through and unbroken chain of calibrations to accepted references.
NAVSEAINST 4734.1B, Section 6 (Policy) states that "All TMDE that requires calibration shall be calibrated in accordance with the intervals and guidance contained in reference (o)."
Reference (o) is cited as NAVSEA OD 45845, Metrology Requirements List (METRL).
Section 6 (Policy) also states that "TMDE not authorized by NAVSEA 04RM shall not be used for or on any NAVSEA cognizant systems or equipment.”
Further, the Policy section of Chapter one: TMDE in NAVSEAINST 4734.1B states the following:
"a. Policy and guidance for acquisition, and life cycle support of TMDE will be centrally established by NAVSEA."
"c. Life cycle logistics support for fielded TMDE including: technical and operations manuals, Instrument Calibration Procedures (ICPs), Calibration and Measurement Requirements Summary (CMRS) data, Calibration Support Plans, training guides, Calibration Standards, and other TMDE support items will be planned for and procured concurrent with TMDE acquisition. TMDE will not be fielded before all integrated logistics support is in place and has been approved for service use by NAVSEA 04. "
Authorized TMDE is identified in NAVSEA ST000-AG-IDX-010, Test Measurement Diagnostics Equipment (TMDE) Index.
The models cited on the SOW for Solicitation Number N6893616R0002 are approved for use by NAVSEA 04 and can be found in the TMDE Index. These models also have published calibration procedures in METRL. The suggested replacement models are not approved for use by NAVSEA 04. Thereby, the suggested replacement models cannot be used.
Q8) Can we provide the Leeds & Northrop 5305, since it is considered a "5300TYPES"?
A8) Suggested replacement models are not acceptable. As stated in the Solicitation Synopsis, brand name specific parts are required, per the J&A. Additional information/clarification is provided under A7.
