IMPASS V4.0

Statement of Work (SOW)

1. Scope

The Contractor shall provide the personnel, facilities and equipment required to design and develop hardware and software for Integrated Maritime Portable Acoustic Scoring and Simulator (IMPASS) system. This includes development of replacement components for IMPASS Block 3. In performance of this contract, the contractor shall perform the necessary program management, control, and reporting functions required to manage, direct and accomplish the efforts required under this SOW.

Any hardware and software changes under this SOW shall require Government, NAWCWD Target Systems Division (TSD), NAVAIR 5.3.1, approval.

The period of performance shall end 30 Sep 2016. Place of performance shall be the contractors facility for the development, integration and Qualification Test, and Government designated site for the Acceptance Test.

0. General Requirements

The Contractor shall be familiar with the IMPASS hardware and software, and any other hardware and software needed to integrate and execute development task. The Contractor shall develop, test, integrate and conduct integration test to ensure that the IMPASS system V4.0 meets or exceeds IMPASS block 3 configuration..

0. Specific Requirements

1. Hardware Tech Refresh and Upgrade

The contractor shall develop replacement components that improves performance of IMPASS block 3, and remove any obsolences issue. New and improved components shall be sustainable up to year 2020.

The contractor shall implement accumulated hardware and software corrections to IMPASS V4.0. The contractor shall list feedback from users, maintenance, and engineering to ensure all concerns and issues are properly addressed, and all functionality met or exceeded IMPASS Block 3.

1. Buoy, Repeater and Control Station Hardware and Software Design Upgrades

The contractor shall upgrade and improve overall design of Sensor Buoy Subsystem, RF Repeater Subsystem and IMPASS Controller Subsystem.

The contractor shall source a new radio and GPS for buoys and repeaters, and develop hardware and software accordingly for new radio and GPS. The design and modification shall be hardened to withstand RF and operational environment. Overall design of Hub Controller, electronics, mechanical, harness, antenna, and power system shall be upgraded to improve performance of IMPASS.

The contractor shall design and improve IMPASS Controller Subsystem including RF radios, IMPASS software and enclosure.

The contractor shall ruggedize all subsystems of IMPASS to exceed performance specification of IMPASS Block 3 for sea and/or underwater environment operation at the sea state of 3 (three) or worse. This include ruggedizing the IMPASS buoy mechanics, hydrophones, hydrophone cables, switches, ocean connections, power system and components that failed in IMPASS Block 3.

1. IMPASS Manuals, Documentation Update

The contractor shall revise all IMPASS manuals and documentation to reflect new hardware and software changes. End state of documentation package shall be production ready for IMPASS V4.0.

All information and documents pertaining to this contract are owned by Government and Government retains full data rights. Government will provide appropriate format, marking and distribution statements.

3.3 Government Furnished Equipment / Materials / Facilities

The Government will approve requests for Government Furnished Equipment (GFE), subject to the appropriate justification being provided by the Contractor and the availability of the GFE asset. Transfer of all GFE/Material/Information shall be via Form 1149.

3.5 Government Reviews

The contractor shall develop and maintain plans, milestone charts, reviews, analyses, evaluations, and recommendations, which will provide the technical, engineering, and scientific evidence necessary to facilitate IMPASS development decisions. The contractor shall develop technical engineering and presentation graphics and other visual aid requirements as defined in individual task orders and present in Government reviews herein. The contractor will be required to develop and present visual aids reflecting the status of assigned tasks.

3.5.1 Government Review Meetings

Governement Program Manager may call the meeting as needed during the performance period and contractor shall respond timely as specified to AI's directed at them as a result of all Program Review meetings:

Technical Interchange Meeting (TIM), System Design Review (SDR), Prelimninary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review I (TRR I), and Test Readiness Review II (TRR II).

4.0. SECURITY

4.1. The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information. For Official Use Only information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM 5200.01, Information Security Program Manual (Volume 4) available at http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program, Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf. Contractor shall not store or transmit CUI on personal information technology systems or via personal e-mail.

All controlled unclassified technical information shall be appropriately identified and marked with the distribution statement shown below. In addition, all technical documents that are determined to contain export-controlled technical data shall additionally be marked with the export controlled warning statement in accordance with the SECNAV Manual 5510.36.

Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD contractors only; Administrative or Operational Use; (13 November 2013). Other requests shall be referred to the Naval Air Warfare Center, Weapons Division, Code 53100ME, Point Mugu, CA 93042-5049.

4.2. Public Release: Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through Commander, Code 4L0000D, Naval Air Warfare Center Weapons Division, 1 Administration Circle, STOP 6305, China Lake, California 9355-56100.

4.3 Operations Security (OPSEC): All work shall be performed in accordance with Department of Defense (DoD) and Department of Navy (DoN) OPSEC requirements per the National Security Decision Directive 298, DoDD 5205.02E, DoD OPSEC Program, DoD 5205.02-M, DoD OPSEC Program Manual, OPNAVINST 3432.1A DoN Operations Security, and NAWCWD 5500.1 Command Security Program Regulation.
