PRODUCT SPECIFICATION

FOR

LANYARD, KEVLAR, 40- INCH

20134095 -10

1. SCOPE

1.1. Scope: this specification establishes the requirement for the manufacture and acceptance of the 40 Inch Kevlar Lanyard Assy.

2. APPLICABLE DOCUMENTS

2.1. Government documents: The following documents form part of this specification to the extent specified herein. Documents shall be of the issue in effect on date of invitation for bid or request for proposal.

(Copies of specifications, standards, drawings and publications required by suppliers in connection with specific procurement function shall be obtained from the procuring activity or as directed by the contracting officer).

3. REQUIREMENT

3.1 GENERAL

3.1.1 CONSTRUCTION: Material, parts and assemblies shall be manufactured in accordance with this specification and drawing 20134095 and all drawings and specifications listed thereon.

3.1.2 PREPRODUCTION SAMPLE: A preproduction sample is required by this specification

(see 4.2.1). This preproduction sample shall be manufactured in accordance with 3.1.1 using the fabrication procedures, tooling personnel and facilities proposed for production.

Acceptance of the preproduction sample qualifies the fabrication procedures and the specific facility by which manufacture and test of the sample is accomplished. After manufacture and acceptance of the preproduction sample, no changes shall be made in the fabrication procedures or techniques affecting the performance without the approval of the procuring activity. When new or substantially altered facility procedures, tooling, personnel or facilities are used in production a new preproduction sample shall be submitted and inspected for acceptance as specified in 4.2.1. Additionally, if there is a break in production that exceeds the time specified in the contract, a preproduction sample shall be required.

3.1.3 CONFLICTING REQUIREMENTS: Conflicting requirements arising between this specification and any specification, publication, drawings or inspection requirements listed herein shall be referred to the procuring agency or appointment agent for interpretation, clarification and resolution.

3.1.4 WORKMANSHIP: The lanyard assembly shall be constructed and finished in such a manner to assure compliance with all requirements of this document. Particular attention shall be adhered to neatness and thoroughness of assembly and freedom of parts from foreign materials, burrs and sharp edges. The workmanship exhibited in the acceptable preproduction samples shall become the minimum workmanship standards for production items.

3.1.5 PERFORMANCE: When the lanyard is tested in accordance with 4.3.3, the lanyard and swivel assembly shall not separate.

4. QUALITY ASSURANCE PROVISIONS

4.1 Responsibility of Inspection: Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facility suitable of the performance of the inspection requirements specified herein, unless disapprove by the government. The government reserves the right to perform any of the inspections set forth in this document where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

4.1.1 PRODUCT INSPECTION: The minimum inspection requirements for the lanyard assembly are specified by the classified characteristics in this specification and on the referenced drawings and also by the supplement quality assurance provisional of the contract. This inspection does not relieve the contactor of the responsibility for meeting all other specification and drawing requirements.

4.2 SAMPLING AND INSPECTION

4.2.1 PREPRODUCTION: Prior to initiation of production, a preproduction sample IAW contract specifications shall be manufactured in accordance with 3.1.2. At the time the samples are submitted for inspection, the contractor is required to submit proof of conformance to drawings and specifications for the following lanyard parts: Swivel assembly (DWG 9496337) lanyard (DWG 20134095), insulation sleeving (DWG 20134095). One half of the samples shall be inspected in accordance with table 1.

Failure of any sample to pass these inspections shall cause rejection of the preproduction sample. The other half preproduction samples shall be tested in accordance with 4.3.3.

Failure of any sample to meet the performance requirements of 3.1.5 shall be cause for rejection of the preproduction sample. Further production of the procuring agency shall be at the contractor’s risk.

4.2.2 QUALITY CONFORMANCE INSPECTION: Quality conformance inspection shall be performed on each lot of lanyard assemblies submitted for acceptance. Major characteristics shall be inspected by class (as defined in DOD-STD-2101) in accordance with MIL-STD-105, Inspect Level II, 1% (percent defective).

4.2.3 PERFORMANCE TESTING: In addition to the quality conformance inspection, 10 lanyard assemblies from each lot shall be tested in accordance with 4.3.3 Failure of any sample to meet the performance requirements of 3.1.5 Shall be cause for rejection of the lot.

4.2.4. INSPECTION LOT: Inspection of each lot of lanyard assemblies submitted for acceptance shall be performed by the contractor in accordance with 4.1.1.

4.2.5. LOT DEFINITION: The term “lot” is an inspection lot as defined in MIL-STD-105. For acceptance purposes, the lot size shall be limited to a maximum of contracted units

4.2.6. SUBMISSION OF LOT: At the time a lot is submitted to the government for acceptance, the contractor shall supply the following information:

a. Certification that the lot complies with all of the quality assurance provisions specified within this document and 20134095

b. Number of units contained in the lot.

c. Certificates of compliance from suppliers on all materials and processes purchased by the contractor when such materials and processes are controlled by government or commercial specifications and standards references in this document and 20134095. The government reserves the right to check such items as deemed necessary to determine validity of the certificates.

4.3. INSPECTION EQUIPMENT, FACILITIES AND CONDITIONS

4.3.1 INSPECTION EQUIPMENT AND FACILITIES: The contractor shall furnish and maintain all necessary inspection equipment and facilities for performing the required inspections.

4.3.2. INSPECTION CONDITIONS: Unless otherwise specified, all inspections shall be performed at room ambient conditions.

4.3.3. PERFORMANCE TEST: The loop end of the lanyard shall be secured such that it will withstand the lanyard forces exerted on the swivel loop. Forces shall be applied at a constant speed.

Continue lanyard payout until the clip leg begins to move. Stop the test at this point. The swivel assembly shall not yield/separate. Reapply the forces until the swivel breaks IAW drawing no.

9496337 without deformation/failure of the kevlar lanyard.

5.0 REPARATION FOR DELIVERY

5.1. PACKING: individual of lanyard assemblies packaged as described in 5.3.2 shall be packed in a sealed manner which will provide protection from damage during shipment from the contractor or supply source to the first receiving activity for immediate use.

5.2. PACKAGING: Ten lanyard assemblies shall be sealed in a re-sealable clear plastic package.

5.3. MARKING:

5.3.1. Each individual lanyard pack shall be labeled with the following information:

5.3.2. Each package of ten (10) lanyard assemblies and each packed box of lanyard assemblies shall be marked with the following information:

In addition to the above information, the gross weight shall be marked on each packed box.

6. NOTES:

6.1 ORDERING DATA: Procurements should specify the following:

a. Title, Number, and revision letter of this specification.

b. Exceptions to this specification, applicable drawings, or other referenced documents.

c. Desired completeness and availability inspection records, including data cards, USE a DOD form 1423, with appropriate data item description (form DD 1644).

d. Type and degree of contractor quality assurance system (MIL-I-45208 or

MIL-Q-9858).

e. Type and quantity of lanyard assemblies required.

f. Whether or not the test samples required are included in the umber ordered.

g. Disposition of test samples.
