STATEMENT OF WORK
STATEMENT OF WORK
FOR
1.0 kW FIBER LASER AMPLIFIER SYSTEMS
1.0 BACKGROUND
The Optics Branch of the Physics Division at Naval Air Warfare Center Weapons Division
(NAWCWD), China Lake, CA, has been using fiber laser amplifiers for the last several years.
Currently, the amplifiers are used to investigate beam combining techniques. These techniques provide ways to achieve workable laser weapons given the limitations of available amplifier technology. When fielded, such weapons will provide the warfighter with a new tool with unique advantages.
1.1 Scope
The systems being purchased are to be diode-pumped fiber laser amplifier systems. The fiber laser amplifier systems will be used as laboratory sources for the investigation of laser effects on materials. As such, high power, single mode sources with excellent beam quality are required.
Additionally, the fiber laser system will be used to achieve a multi-kilowatt (kW) source by the use of the spectral beam combining technique.
2.0 APPLICABLE DOCUMENTS
None
3.0 REQUIREMENTS/SPECIFICATIONS
3.1 The Contractor shall provide 3 diode-pumped fiber laser amplifier systems which meet the following specifications (all must be demonstrated simultaneously):
3.1.1 Wavelength: 1064 +/- 4 nanometers
3.1.2 Output Laser Power: ≥ 1000 watts, continuous wave (CW)
3.1.3 Linewidth: Out-coupled laser radiation must have a linewidth of ≤ 16 gigahertz, measured at the 1/e point of the spectral distribution.
3.1.4 Beam quality: Single-mode, Gaussian profile with M² ≤ 1.3
3.1.5 Polarization extinction ratio: ≥ 90:1. Input polarization will be maintained by the amplifier fiber, and shall not require external control or correction.
3.1.6 Output fiber: The final output fiber will be protected by a flexible metal jacket.
3.1.7 Operating Input Voltage: Power supplies shall operate with either 120 volts alternating current (VAC) or 220VAC (single-phase).
3.2 Spare Parts
The contractor shall provide all components needed to operate the kW fiber laser amplifier systems as cohesive units. This should include such items as a control computer and any required power supplies. Typical “start-up” supplies, such as electrical plugs and cables, patch fibers, and any required plumbing fittings will be included with this acquisition.
3.3 Upgradability
The contractor shall provide a system which allows for upgrades including sources or individual amplifier stages.
3.4 Acceptance and Installation
Within 30 days of award of the contract the vendor will supply the Navy with installation requirements to ensure installation requirements are available for the installation of the systems.
Acceptance is contingent on receipt, installation, and inspection of the systems.
3.5 (Option)
Contractor shall provide additional units that satisfies the requirements of 3.1.1 – 3.4.
4.0 DELIVERABLES
4.1 Delivery
The diode-pumped fiber laser amplifier systems shall be delivered within 90 days of award to:

Long-term contract means a contract of more than five years in duration, including options. Such a concern is “not dominant in its field of operation” when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards/ .
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the rerepresentation required by paragraph (b) of this clause by validating or updating all its representations and Certification section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the
Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in
