The service or material listed on N6854619RCSC003 are requested through Other Than Full and Open Competition, in accordance with:

FAR 13.106-1(b)(1)(i) for open market items, or FAR 8.405-6(a)(1)(i)(B) for orders against established contracts.

Navy Environmental and Preventive Medicine Unit Two (NEPMU-2) requires preventive maintenance support from Perkin Elmer to support their Atomic Absorptions (AA) and Inductively Coupled Plasma (ICP) Systems to include furnishing of all labors, equipment, materials and parts to perform all services for preventative maintenance and repair of all equipment listed below.

__X__ Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

The Atomic Absorption (AA) and Inductively Coupled Plasma (ICP) Systems are used to analyze trace metal ions in air, bulk, and blood samples collected in industrial workplaces used to evaluate and protect worker exposure to toxic and hazardous chemicals. It is essential and mission critical to the overall safety and health of the Navy active duty and civilian personnel that the AA and ICP is operating continuously. The current instruments are one (1) to ten (10) years old and operating daily and ongoing preventive maintenance is essential to extend its life usefulness.

The AA system is ideal for laboratories analyzing large numbers of samples for a limited number of elements and for determination of major constituents and higher concentration analyses while the ICP system is ideal for laboratories analyzing multiple elements in a moderate or large number of samples.

The AA and ICP systems require technical software upgrades and on-site engineer to perform comprehensive diagnostic check for continuation of maintenance. Perkin Elmer is the manufacturer of the Atomic Absorptions (AA) and Inductively Coupled Plasma (ICP) Systems; it is the only manufacturer who can perform software upgrades and preventive maintenance checks to the current system. Perkin Elmer service technicians are trained and certified to complete scheduled maintenance and repairs on the Atomic Absorptions (AA) and Inductively Coupled Plasma (ICP) Systems.

Additionally, Perkin Elmer does not allow for third party contractors to perform preventative maintenance, repairs, and software upgrades on its equipment. If this service is awarded to another contractor, the equipment could be at risk and the entire system could be render nonoperational while jeopardizing the lives of Navy active duty service members and civilian personnel. If, instead of maintaining the existing equipment, new items were to be purchased the estimated cost of obtaining a new replacement system is $500,000.00.
