SOLE SOURCE JUSTIFICATION
SIMPLIIFIED ACQUISITIONS OVER $3,500 AND UP TO $250,000
1. The Cable Television Services listed on N0023219RCUT001 are requested through Other Than Full and Open Competition, in accordance with:
FAR 13.106-1(b) (1) (i) for open market items, or FAR 8.405-6(a) (1) (i) (B) for orders against established contracts.
2. Restricted to the following source:

3. Market Research Conducted:
Conducted market research via the internet, SAMs, FPDS-NG, DMLSS, WAWF EDA, and SBA site. Found only one source of land line cable television service for NH Jacksonville, Comcast. We have previously explored and evaluated satellite based delivery systems. While they provide a lower "per line" cost for comparable levels of service, the service does not provide the level of reliability we require. Satellite based systems can, and often are, impacted by local weather conditions (clouds), rendering signal reception unreliable, erratic, and/or non-existent. It is not unusual to lose signal more than once a day during the summer and autumn months when rain storm and cloud presence are at their peak in our sub-tropical climate.
4. A detailed description of the item required, the estimated cost, and required delivery date.
Naval Hospital Jacksonville requires reliable cable television services for 197 televisions throughout the hospital that cannot be impacted by regular local weather conditions with a reliable signal. Services are required for a base (10/1/2018 – 9/30/2019) and four option years. Estimated value of the contract is .
5. Specific characteristics of the material that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
Comcast is the only land line cable provider in the area that can provide the required reliability of services without altering the building/affixing equipment to the building as well as can comply with the terms of a government contract (payment in arrears). There are other cable providers that offer services via satellite. However, these services cannot produce a reliable signal that is imperative for the hospital and the morale of its patients.
Frequent loss of signal is not acceptable. Only land lines can provide the required signal reliability necessary to ensure consistent services. There is no other source of cable television’s services in the area that can supply the required services throughout the hospital.
