LIMITED SOURCE JUSTIFICATION
1. The Two way security handheld radios listed on N6808418RC0M002 are requested through other Than Full and Open Competition, in accordance with:
FAR 13.106‐1(b)(1)(i) for open market items, or
FAR 8.405‐6(a)(1)(i)(B) for orders against established contracts.
2. Restricted to the following source:
Manufacturer: MOTOROLA SOLUTIONS
Manufacturer’s Dealer/Representative:
Aggie Cushman (843) 609‐6490
Dealer/Representative Address and Phone Number:
‐Motorola Solutions/ Aggie Cushman (843) 609‐6490
3. Market Research Conducted: Discussed the known equipment with the installations command to validate existing equipment and minimum requirements for functionality. Contacted the vendor, Motorola, directly to validate current functionality and limiting factors of the pre‐ existing radios to confirm the minimum requirements of the government. Validated the limited source nature as this requirement is specific to one brand, however, there are multiple distributors for Motorola.
4. A detailed description of the item required, the estimated cost, and required delivery date.
The minimum requirement of the government is two way handheld security radios with level 3 capabilities consistent with installation requirements. The radios must be accessible through host installation command frequencies. They also must be encrypted through the same communication networks as current command radios. The command utilizes OPTAR encryption;
packet encryption is not a viable option. Further, they must be compatible with existing equipment. Estimated cost is and required delivery date is September 30, 2018.
5. Specific characteristics of the material that limit the availability to a sole source (unique features, function of the item, etc.
The installation command currently uses the Motorola APX 6000. NHC Charleston must replace the currently owned XTS 5000 radios that are 2 years past their life expectancy. The Motorola
APX 6000 is the only model compatible with the current equipment that can also meet the required OPTAR encryption protocol and frequencies.
6. Check and fill in all that are applicable.
a. The material must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item must coordinate, connect, or interface with the existing system:
Radios must be compatible with currently owned APX 6000 and function on the same encryption (OPTAR) and frequencies.
b. A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:
c. These are “direct replacement” parts/components for existing equipment.
d. other information to support a sole‐source buy:
I certify that statements checked and information provided above are complete and correct to the best of my knowledge. I understand that the processing of this Sole‐Source Justification precludes the use of full and open competition. The required material represents the minimum requirements of the
Government.
