DESCRIPTION OF REQUIREMENT
DESCRIPTION OF REQUIREMENTS
ENCODERS FOR NAS PENSACOLA
1.0 BACKGROUND
Unaccompanied Housing (UH) provides housing support for active duty of all branches of the armed services assigned to Naval Air Station (NAS) Pensacola, FL. Our goal is to provide our single service members with quality housing. The Department of Defense has established "Facilities Criteria" (FC), which provides mandatory functional requirements for specific DOD Component. The Facilities Criteria for Navy and Marine Corps Unaccompanied Housing (UAH), FC 4-721-ION (dated I November 2012, change 6, 20 March 2015) is mandatory for both the Navy and Marine Corps and provides design criteria for UAH. Pursuant to the FC-4-721-l ON, Section 3-18.1, Navy Locks, building access shall comply with the Commander Navy Installations Command (CMC) and Installation Standards. In compliance with the aforementioned standards, NAS Pensacola is transitioning to an approved, standalone locking system that meets the salient characteristics as identified in the Schedule of Supplies.
2.0 REQUIREMENTS
The HT22 Encoder is the brains of the Onity system, it can be used as a standalone unit, or part of the desktop system. The HT22 Motorized Encoder programs resident/students room keys, otherwise the only access to rooms is with the master key. HT22 Encoder programs the portable program (PP) used to program door lock. Below are other functions of the HT22 Encoder. In all HT22 systems, one encoder is designated as the Main Station, or HT22 server. This encoder contains all of the data for the property. Other HT22 encoders may be attached to a main encoder, but they must be in either terminal or regular encoder mode. The main encoder can be used to perform all reception and management functions of the HT22 system. The main encoder is also used to load the PP, and print reports. If you are interfacing the HT22 system with your Property Management System, the connection with that system is made to the Main HT22 encoder.
**Encoders will be purchased and installed directly by Unaccompanied Housing NASP. No installation, training, or services required by vendor.

5.0 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS)
Defense Biometric Identification System (DBIDS). The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
To improve management and force protection at Navy installations, the Navy is transitioning from using the Navy Commercial Access Control System (NCACS) to the Defense Biometric Identification System (DBIDS) for Contractors and vendors requiring access to an installation at no cost to them. The transition will begin 17 April 2017 and individuals will have up to 180 days to obtain the permanent card. After August 14, 2017, NCACs cards will no longer be accepted.
In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
NCACS cardholders will have 120 days from April 17, 2017 to obtain a temporary DBIDS paper pass. After the applicant obtains their DBIDS paper pass, they will have an additional 180 days to obtain an actual DBIDS card at no cost. Those requesting new access onto installations will receive the DBIDS card at the same time they are initially approved for access. After August 14, 2017, NCACS cards will no longer be accepted for installation access.
Additional information is available at https://www.cnic.navy.mil/om/dbids.html.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms.
