DESCRIPTION OF THE REQUIREMENT
DESCRIPTION OF THE REQUIREMENTS (DOR)
FOR
NAVAL SCHOOL EXPLOSIVE ORDNANCE DISPOSAL (NAVSCOLEOD)
TARGET VEHICLES (TRAINING AIDS)
1. SCOPE: This DOR defines the requirements for vehicles to be used as training aids in EOD specific training, and delivery/pickup of the vehicles.
2. APPLICABLE DOCUMENTS:
2.1 None.
3. VEHICLE REQUIREMENTS:
3.1 Total vehicle requirement is 94 sedans per year.
Note: Other type vehicles may be substituted with concurrence of the AIEDD division.
3.2 General vehicle requirements:
3.2.1 All vehicles will be clean and dry; interior and trunk.
3.2.2 All vehicles will have four good, aired tires.
3.2.3 All vehicles will be mold, mildew and rain-free.
3.2.4 All vehicles will have complete trunk, no standing water or hole(s).
3.2.5 All vehicles will NOT utilize wedges or props to hold windows in closed position.
3.2.6 Vehicles do not require an emergency park brake in working condition.
3.2.7 All vehicles will need to have all hazardous fluids
removed/emptied prior to delivery. E.g. batteries, power steering fluid, antifreeze/coolant, transmission fluid, fuel, FREON, etc.
3.3 Specific vehicle requirements:
3.3.1 All vehicles need to be sent as complete bodies with minimum damage, to include:
windows, doors and trunks (doors/trunks must open and close with keys), transmission must be able shift from park to neutral, steering wheel locks and unlocks, hood (open and closes), and interior seating.
4. DELIVERY REQUIREMENTS:
4.1 Delivery of vehicles will be during normal operating hours of 0700 to 1600 Monday thru
Friday. Normally AIEDD division will require six sedans delivered every three weeks. Specific delivery dates and times will be determined by needs of AIEDD division and availability of vehicles determined by vendor. Coordination of delivery will be conducted between AIEDD division and vendor.
4.2 Eglin AFB Reservation delivery location:
4.2.1 Range C-87 (Bob Sikes Road), AIEDD Division
4.3 Vendor will notify NAVSCOLEOD AIEDD Division Officer or designated POC, via email, when vehicles are scheduled to be delivered and when actually delivered. The quantity and type of vehicles delivered and delivery location(s) will be provided.
5. PICK UP REQUIREMENTS:
5.1 If required, vehicle pickups will be during normal operating hours of 0700 to 1600
Monday thru Friday and in conjunction with specific pickup dates and times. Notification and coordination of vehicle pickup will be conducted with NAVSCOLEOD AIEDD Division POCs or AIEDD Division Officer.
6. GOVERNMENT FURNISHED MATERIAL:
6.1 Fork Lift and operator.

9. SECURITY:
9.1 The Contractor is responsible for ensuring all contract employees (prime or sub) are properly vetted through the National Crime Information Center (NCIC) and all required Eglin installation access procedures are followed in order for the employee to be issued an Eglin AFB installation entry pass or badge. An Eglin Affidavit must be completed for each employee, and verified by an authorized contract company representative.
9.2 This contracted service does not require access to classified materials.
10. DISTRIBUTION LIMITATION STATEMENT: None.

12. PERFORMANCE BASED REQUIREMENT:
12.1 Vehicles will be inspected and approved by the on-site AIEDD Division Officer, Non-
Commissioned Officer in Charge (NCOIC) or designated representative upon delivery/removal.

DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS):
The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations. DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications.
In order to obtain base access, an individual need to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.

AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with
Contractor personnel during the performance of this contract shall constitute a change under the
"Changes" clause of this contract.
(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the
Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. CONFIDENTIALITY AGREEMENTS OR STATEMENTS--REPRESENTATION (JAN 2017)
(a) Definition. As used in this provision--
Internal confidentiality agreement or statement, subcontract, and subcontractor, are defined in the clause at 52.203-
19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements.
(b) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing
Appropriations Act, 2015 (Pub. L. 113-235) and its successor provisions in subsequent appropriations acts (and as extended in continuing resolutions), Government agencies are not permitted to use funds appropriated (or otherwise made available) for contracts with an entity that requires employees or subcontractors of such entity seeking to report waste, fraud, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(c) The prohibition in paragraph (b) of this provision does not contravene requirements applicable to Standard Form
312, (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information
Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d) Representation. By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General).

SUBMITTAL INSTRUCTIONS
Period of Acceptance for Offers
Proposal is due on 17 March 2020 at 10:00 AM Eastern.
Proposals shall remain effective for one-hundred-and-twenty (120) days from the closing date of the RFQ.
Quotes and attachments shall be submitted via email to Justin Williamson, Contract Specialist at justin.a.williamson1@navy.mil and cannot be larger than 5MB. Email files over 5MB and .zip files may be rejected by the Navy’s server. The electronic files shall be submitted in Microsoft Office compatible application software.
All quotes sent in response to this solicitation shall reflect the following information in the subject line of the email:

REQUIRED SUBMITTALS
General Information
The Offeror shall submit a cover letter and signed proposal by the solicitation closing.
The Cover Letter shall contain the following information:
a. RFQ number and title
b. Offeror’s POC information for contractual questions/discussions
c. Offeror’s Cage Code, DUNS, Tax ID number and business size
d. Name, title, e-mail address, and telephone number of the individual(s) with authority to bind the company
e. Statement of taking no exception to solicitation terms and conditions
f. Demonstration of abilityto meet the minimum requirements of the description of the requirement
Offerors shall submit quotes via email to justin.a.williamson1@navy.mil. Quotes shall:
1) be signed on the Cover Letter
2) include the completed Representations and Certifications contained in the provisions mailto:justin.a.williamson1@navy.mil
3) include unit prices and total prices for all line items for which the Navy is soliciting a price on the Pricing
Spreadsheet
Failure to submit all required documentation shall be considered taking exception to the terms and conditions and deem your quote unacceptable.
PRICE PROPOSAL
(Please provide sections A, B and C in one file)
A. Contractor’s Points of Contact, System Award Management (SAM) and certifications.
Provide the name, title, email address, and telephone number of the individual(s) responsible for inquiries to the
Proposal. Complete certifications and representations in the provisions that are NOT included in SAM or differ from the ones in SAM. If the Contractor’s SAM record holds all the completed representations and certifications in this solicitation, then a brief statement affirming so is all that is required. Please make sure to verify certifications prior to proposal submission.
B: Price Proposal
The attached Pricing Spreadsheet shall be completed by the Offeror and the Cover Letter shall be signed to show the
Offeror has read and agrees to comply with all terms, conditions, and instructions provided in the solicitation document.
Pricing shall be firm-fixed pricing and include all labor, travel, material, and consumables required to perform the work listed in the performance work statement and shall be structured in accordance with the Contract Line Items
CLIN structure in this solicitation.
After the solicitation closing date, the Contracting Officer may require an Offeror to promptly submit pricing information to assist with price reasonableness and/or information to demonstrate the Offeror is responsible. (See
52.212-2).
C. Amendments [If Applicable]
Amendments will be provided through NECO/FedBizOpps. The Offeror should be aware that if a submission is made PRIOR to an amendment they must RESUBMIT their proposal with the signed amendments included in the new submission. It is the Offeror’s responsibility to ensure their proposals are submitted in a timely manner to the
Contracting Officer.
CLAUSES INCORPORATED BY FULL TEXT
FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government will make a single award using the Lowest Price Technically Acceptable ("LPTA") source selection. The Government intends to award on initial offers but reserves the right to conduct discussions.
To be determined technically acceptable, an Offeror must submit a quote that does not take exception to any terms of the solicitation.
The Contracting Officer will use the following rating table:

Price will be evaluated by totaling the prices for all line items for which the Government has requested the Offeror provide a price.
An award will only be made to an Offeror that satisfies the general responsibility standards of FAR 9.104-1.
The Contracting Officer may either make a responsibility determination without requesting any information from an
Offeror or require the Offeror provide information to substantiate that it satisfies the general responsibility standards of FAR 9.104-1. The particular information requested from an Offeror will be specific to that Offeror. For example, an Offeror that the Contracting Officer is less familiar with may be required to provide information not required from another Offeror. The Contracting Officer may consider an Offeror’s inability to promptly respond to a request for information as an indication the Offeror is nonresponsible since FAR 9.103(c) obligates prospective Contractors to affirmatively demonstrate their responsibility.
When the Contracting Officer requests responsibility information, the Contracting Officer’s request, the Offeror’s response, and all related communications between the Government and Offeror are solely for the purpose of determining whether the Offeror is responsible. These communications will not constitute discussions within the meaning of FAR 15.306 since the Offeror will not be given an opportunity to revise its proposal.
While the Contracting Officer may require the Offeror to provide any information related to the standards at FAR
9.104-1, the following are examples of information that may be required:
1. A demonstration, through information such as bank references and financial information (e.g., most current annual balance sheet), that the Offeror has adequate financial resources to perform the contract.
2. A demonstration the Offeror’s price is not so low as to call into question the Offeror’s capability to successfully perform the contract.
3. Contractors shall have a satisfactory performance record. A prospective Contractor shall not be determined responsible or nonresponsible solely on the basis of a lack of relevant performance history.
4. A demonstration the Offeror can comply with the required performance schedule, including a transition plan.
5. A demonstration the Offeror has, or can obtain, the organizational, management and technical skills to successfully perform. This demonstration may involve the particular personnel and approaches available to the

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (DEC 2019)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
(a) Definitions. As used in this provision--
“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. “Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. “Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
