JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes and approves the procurement of various brand-name Peripheral Component Interconnect Express (PCIe) computer parts and accessories from National Instruments, Austin, Texas, Commercial and Government Entity Code (CAGE 64667). These brand name computer parts and accessories are a portion of a larger competitive acquisition for the Engine Test Instrument (ETI) Obsolesce Engineering Change Proposal (ECP) computers, herein referred to as EoE computers. The method of procurement for the EoE computers will be a small business set-aside, competed via the Unison Marketplace online platform.

3. Description of Supplies/Services.

The table below outlines the required brand name PCIe computer parts and accessories which are in support of the ETI program. The computer parts and accessories will be utilized to replace legacy obsolescent hardware, to store engine performance data, and to ensure that the communication between the EoE computer system and external data acquisition hardware is met.

The ETI program is broken into three system variants: Jet Engine Test Instrument (JETI), Shaft Engine Test Instrument (SETI), and Turboprop Test Instrument (TPTI). Due to obsolete/unsupportable hardware internal to the legacy computers and the Data Acquisition (DAQ) system (VXI Chassis), a new acquisition, EoE computers, is required. A major requirement for that procurement is for the replacement computer to be as close to form, fit, and

A driver installation for the hardware would be necessary and there would be software coding to change the software. Once completed, the Government would then need to test all the channels in every data acquisition card that goes into the VXI Chassis. The timeline to source another product and complete the above tasks would take a minimum of six (6) months and would not guarantee a working solution. The Fleet cannot afford any delays in the schedule. Any further delay will cause more ETI Systems to go down and not be in an operational status for the Fleet.

The ETI systems will not be able to run performance engine runs, and without the engine runs, the aircraft cannot fly to complete the Mission of the Fleet.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Request For Information was posted to industry requesting who would be able to fulfill the need for the brand name PCIe modules and cables. Responses were provided from four different small businesses expressing interest in fulfilling the requirements: B&H International LLC, DCX-CHOL Enterprises Inc., Mvation Worldwide Inc., and Addon Services. All interested vendors are able to provide the requested brand name PCIe modules and cables. While none of the above vendors are Federal Resellers of NI, NI’s terms of sale do not prohibit the resale of their products.

Based on the market research performed, it is the Government's intention to issue a solicitation on SAM.gov through the Unison Marketplace platform to award a contract that includes the brand name PCIe modules and cables from National Instruments. In accordance with FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, a combined synopsis/solicitation will be posted.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, PMA260 has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, PMA-260 will assess whether competition for future requirements is feasible.
