E-28 EMERGENCY RUNWAY ARRESTING GEAR COVER GENERAL PRESERVATION

REQUIREMENTS FOR LINE “X” APPLICATION:

QA Requirements

Enclosure 1

1. All surface preparations and coating applications will be accomplished and inspected by a certified specialist IAW Society for

Protective Coatings (SSPC) and/or National Association of Corrosion

Engineers (NACE).

a. The following training and certifications are required to perform the E-28 Emergency Runway Arresting Gear Cover Line-X

Application.

SSPC PCI (Protective Coating Inspector) or NACE CIP

(Coating Inspector Program) certified inspectors

SSPC CAS (Coating Application Specialist) certified applicators

SSPC QCS (Quality Control Supervisor) certified supervisors

SSPC C-7 (Dry Abrasive Blaster Training) certified Blasters

SSPC C-12 (Airless Spray) or C-14 (Plural Component Spray) certified Sprayer

Line-X certification of training for the application of

Line-X Platinum with UV protection.

b. Companies submitting bids and prior to award must submit certification of compliance from Society for Protective

Coatings (SSPC) and/or National Association of Corrosion

Engineers (NACE) as identified in para 1a.

2. Surface cleaning is to be accomplished IAW SSPC SP-1, solvent clean and pressure wash @ 3,500 PSI minimum ensuring all surfaces are free of contaminants.

3. Chloride testing with recorded results for non-immersed surfaces not to exceed 5 ug/cm2 micro Siemens.

4. Location of performance must have environmental controls for temperature and relative humidity as necessary to maintain surface temperature 5 degrees above dew point, humidity at 0 minimum to 85% surface temp 45 degrees min. and 110 degrees max.

5. Record ambient and substrate surface temperatures, relative humidity, and dew point readings at four-hour intervals during system application.

6. Coatings that are past their shelf life / expiration date shall not be applied. Records of coating batch numbers and expiration dates are to be maintained.

a. All coating system components are to be stored in a cool, dry place and shall not be expose to freezing temperatures or direct sunlight. For all coatings, storage ambient temperature shall be maintained between 50 and 90 degrees Fahrenheit, or within the manufacturer’s recommended storage temperature range.

7. Surface profile readings shall be at 1.5 to 3.0 mils with tape examples maintained.

8. Wet film thickness (WFT) readings and records shall be in the required range 3.0 to 4.0 mils to verify the application of proper paint thickness.

9. Dry film thickness (DFT) readings and records shall be in the required range 2.0 to 3.0 mils.

a. If any coat measures less than it’s specified DFT, apply an additional coat of that product. The total DFT of these 2 coats shall not exceed the specified maximum thickness for the original coat. If an additional coat is required, cleanliness checkpoint shall be accomplished.

b. Except to remediate small, localized drips or sags totaling less than 0.03 percent of the coated area, excessive DFT shall not be sanded to reduce DFT without approval from the FRCMA

Voyage Repair Team Quality Assurance Specialist.

10. Blast covers IAW SSPC SP-10; a near-white metal blast cleaned surface, when viewed without magnification, shall be free of all visible oil, grease, dust, dirt, mill scale, rust, coating, oxides, corrosion products, and other foreign matter, except for staining as noted.

a. Random staining shall be limited to no more than 5 percent of each unit area of surface as defined, and may consist of light shadows, slight streaks, or minor discolorations caused by stains of rust, stains of mill scale, or stains of previously applied coating.

11. Line-X application shall begin within 24 hours of completion of final full primer coat application.

12. Primer coat all cover surfaces using Line-X XPM primer that provides anti-corrosive properties, high-performance, durable, and high solids, and two-component urethane. The SMART SMT 272 “GRAY”

1K sealer, can be applied before or after prime per the manufactures technical data sheet, which specifies cure and coating specifications. The sealer is to be applied between all chain welds and openings subject to moisture intrusion between joined metals, pipe, sheet metal to sheet metal to prevent rust and corrosion. Line-X coating shall be tinted to FED STD 595 color code 36463 with a complete coverage of Line-X Platinum UV stability protection additive to be applied to all surfaces top and bottom of covers with a final Line “X” thickness of 100 to 120 mils. Per manufactures recommendation. Note: The base plates/runway edge covers, bolt holes inside diameter with Line-X coating applied will be a minimum diameter of 5/8” for bolt clearance. Attached is a sketch denoting the painted surfaces required for the chain guard, part number 613487-1. The top coat is to be Federal Standard 595 color chip 36463, Line-X top coat over the Line-X primer (XPM).

b. Line-X Platinum UV pure polyuria shall be abrasion and impact resistance, fade resistant, defends against damaging UV rays, resists staining from chemicals, and prevention of leaks, rust, and corrosion.

13. Quality inspections are to be performed by SSPC and/or NACE certified inspector. The FRCMA Voyage Repair Team Quality

Assurance Specialist after the completion of the surface preparation, and primer coat, will perform and inspection of the polyurethane caulk application prior to the top coat (Line-X) process. Notify the FRCMA Quality Assurance Specialist, Mayport one week prior to the actual scheduled inspection.

13. All inspection / precision measuring / instruments shall have current certifications of calibration. The calibration due dates and serial numbers of precision measuring / instruments must be provided to FRCMA Voyage Repair Team Quality Assurance Specialist all documentation and certifications at the time of delivery of covers.
