Statement of Objectives for Next Generation Engine (NGE) and Integrated Power and Thermal Management System (IPTMS) Architecture and Performance Analysis Background Advanced Propulsion and Power solutions that are beyond the capabilities of our current and planned tactical inventory are anticipated to be required for future generations of navy tactical aircraft.

Propulsion studies have identified that tactically relevant solutions in the 2030+ timeframe will require development and maturation of a new centerline or advanced derivative engines to achieve the desired performance attributes. Additionally, next generation Mission Systems will likely significantly increase power and thermal requirements. The Navy requires further analysis and development of these advanced technologies, to include Industry engagement, for Technology Maturation & Risk Reduction (TMRR) critical to reduce Engineering & Manufacturing Development (E&MD) timeframe.

In collaboration with industry, concept refinement and technology maturation to develop new carrier capable platforms will be conducted. The Next Gen Engine TMRR strategy includes maturation of critical propulsion system technologies needed to enable the desired kinematics, range, endurance and next generation mission systems.

Analysis Next Generation Engine Architecture and Performance Analysis Contractors will conduct conceptual design and comparative evaluation of next generation engine alternatives that are tactically suitable, technically feasible and within acceptable risk levels with respect to government provided notional requirements. Contractors will explore one or more alternatives in each of the Full Capability and Enhanced Capability categories.

Full Capability Engine – New/Advanced Technology Core Engine Conceptual design, cycle analysis and performance trade assessment of a new/advanced technology core engine optimized to meet Integrated Propulsion Power Thermal Management System (IPPTMS) capability requirements and projected growth.

Deliverables to include: Engine Cycle Models, Trade/Sensitivity Analysis, Program of Record Technology Insertion Opportunities, TMRR / EMD Roadmaps, TMRR / EMD ROM Cost, Technology Readiness Assessments (TRA).

Enhanced Capability Engine - Derivative Engine with Accelerated Development Conceptual design, cycle analysis and performance trade assessment of best value derivative engine to meet IPPTMS requirements and provide potential for Legacy Capability Enhancement. Should be a derivative of an existing engine with a development plan potential for significant reduction of (TMRR/EMD) development time and/or development cost.

Deliverables to include: Engine Cycle Models, Trade/Sensitivity Analysis, Program of Record Technology Insertion Opportunities, Capability Compromise Assessment, TMRR / EMD Roadmaps, TMRR / EMD ROM Cost, TRA.

Engine Refinement Upon a requirements update to be provide by the Navy, downselect and refine (Navy and contractor agreed upon) preferred engine concept(s) to derived requirements.

Deliverables to include: Conceptual Design, Preliminary Propulsion System Specification

NGE Integrated Power and Thermal Management Analysis Contractors will explore next generation engine IPTMS alternatives that are tactically suitable, technically feasible and within acceptable risk levels with respect to government provided notional requirements. It is expected that contractors will significantly engage the prime weapons systems contractors as well a PTMS subsystem providers as part of these studies.

APTMS System Trades Identification, trade space analysis and assessment of Adaptive Power/Thermal Management System (APTMS) architectures to meet future capability needs. Performance and system integration impacts relative to Air Platform, Propulsion, Missions Systems and Operational Duty Cycles Deliverables to include: APTMS Architectures, Trade/Sensitivity Analysis, Development Roadmaps, ROM Development Cost, TRA

APTMS Model Development and Duty Cycle Assessment Conceptual Design and Development of selected APTMS Model to perform Mission Performance analysis and assessment of Operational Duty Cycle.

Deliverables to include: APTMS Conceptual Designs, APTMS Models, Performance Maps, Duty Cycle Limitations

IPPTMS SWaP Assessment Qualitative/Quantitative assessment of various combinations of Engine, Inlet, Exhaust and PTMS alternatives to identify integration challenges and performance trades relative to Size/Weight, Performance, Development Cost/Schedule, Supportability, etc. It is anticipated the contractors will engage the WSCs as part of this task.

Deliverables to include: IPPTMS Pro/Con Matrix, Integrated System Demo Recommendations, Integrated Development Roadmaps

Additional Information Notional Navy missions, requirements and assumptions will be provided as appropriate at the kickoff of the effort and may be updated as necessary.

Notional period of performance is 1 year. Technology Interchange Meetings (TIMS) will be conducted on a regular (Quarterly) basis or as necessary.
