Statement of Work for the Simultaneous Thermal Analyzer System
SCOPE
This Statement of Work (SOW) is for the Firm Fixed Price procurement of a Simultaneous Thermal Analyzer (STA) System including combined Thermogravimetric Analyzer (TGA), Differential Scanning Calorimeter (DSC), and Differential Thermal Analyzer (DTA) unit, Gas Chromatography Mass Spectrometer (GCMS) unit, GCMS to STA couplings, GCMS accessories, graphite or better furnace, silicon carbide furnace, furnace accessories, sample crucibles, control system, venting and cooling systems. Procurement is to include a calibration kit, instruction manual, installation, on-site training, and delivery / shipping.
REQUIREMENTS
Simultaneous Thermal Analyzer System Unique Requirements:
1. The Simultaneous Thermal Analyzer (STA) unit must a be a single unit including Differential Scanning Calorimeter (DSC), Differential Thermal Analyzer (DTA), and Thermogravimetric Analyzer (TGA) capabilities.
2. A Gas Chromatography Mass Spectrometer (GCMS) unit capability must be integrated with the STA unit.
3. All four aforementioned capabilities must be able analyzable using a single sample and run.
4. Control system software must be capable of showing results of all four aforementioned capabilities at once.
5. The STA System must contain a Silicon Carbide furnace capable of 1600°C.
6. The STA System must contain a Graphite or better furnace capable of 2000°C or higher.
7. All couplings between STA and GCMS must be able to withstand temperatures used within the system.
8. All sample crucibles must be able to withstand temperatures used within the system.
9. The STA System must contain a venting system with appropriate tubing.
10. The STA System must contain a cooling system with appropriate tubing.
11. The STA System must not require any additional infrastructure changes within the housing laboratory.
12. If inert gases are required, the STA System must be able to use Argon gas.
13. The STA system must be able to operate safely in an open laboratory setting, e.g. radiation shields, appropriate tubing for ventilation, etc.
14. The STA System must contain an oxygen-purging system to remove traces of oxygen from the sample chamber.
(Also must be able to use standard power, must have appropriate thermocouples installed based on temperatures used, all required connectors must be supplied to make the STA System functional. In addition, the Naval Air Warfare Center, Aircraft Division, Lakehurst, Materials Engineering Laboratory has a stand-alone vent hood with running tap water and an Argon tank that would be used for the equipment.)
NOTE: no structural changes to the laboratory can be accommodated.
Other Requirements
1. Installation must be conducted by the manufacturer or subsidiaries. Installation personnel shall be US citizens that are certified or authorized by the equipment manufacturer, or its subsidiaries.
2. Set-up instrument(s), verify performance of instrument(s) to manufacturer’s specifications, and train operators (on-site) on how to use and maintain instrument(s), and an instruction manual for the equipment.
GOVERNMENT INSPECTION AND ACCEPTANCE
Government Inspection and Acceptance of all production units shall be accomplished at DESTINATION.
PACKAGING, PRESERVATION AND SHIPPING
Packaging and preservation for shipping shall be in accordance with best commercial practices. Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the NAVAIR Lakehurst address as indicated below:

**No FRIDAY Deliveries**
All exterior shipping containers/packaging shall at a minimum be marked with the following information: Part Number; Nomenclature; Quantity; Contract Number.
Estimated Delivery date is 21 September 2019 however, accelerated delivery to the greatest extent possible in advance of the specified delivery schedule is desired.
