STATEMENT OF WORK

INTRODUCTION

The Commander Fleet Readiness Center Aviation Support Equipment Facility (FRC ASE) has a requirement to maintain and overhaul ground support equipment for various agencies. The services listed herein will be used in support of this equipment.

SCOPE

The scope of this requirement includes providing services to the site specified herein. The vendor shall supply all schematics, wiring diagrams, system configuration, modification documentation necessary to be compatible with the existing hardware in which FRC ASE.

The current data acquisition and control system is over 18 years old. This software is no longer supported and in order to bring the current software up to today’s standard so that it can be supported we will need to acquire a new Data Acquisition and Control software system. FRC ASE intentions are to continue to use the three (3) water break dynamometers part (Model# DS33TR) and one (1) Eddy Current Dynamometer (Model# SE-250HS).

SPECIFICATIONS

All services requested under this statement of work shall meet or exceed requirements set forth.

The (4) dynamometer systems shall consist of the following compatible equipment to run the data acquisition and software systems.

There should be a 20” inch LCD Monitor included with each dynamometer.

The system must have (8) pressure channels with Dual LCD displays consisting of (1) each 0-30 psi, (1) each 0-75 psi, (4) each 0-150 psi, (1) each 0-200 psi and 1 each 0-500 psi.

Electronic Throttle 25-foot engine cable.

Electronic throttle controls requiring 0-2000 HZ output (0-50vdc and +/- 5vdc) PWM 0-10vdc Analog 4-20MA Current Frequency 0-5VDC + 0-2.5VDC (Dual TPS) The electronic throttles should also have all necessary cables adapters, actuators, transmitters, load controls, cables and water control regulating valves. There should be all the necessary speed sensor controls and air regulating kits and systems consistent to the operation of the dynamometers.

There is a requirement to have a 5-foot throttle remote.

There is a requirement for an actuator assembly standard speed 10 ft. lbs. w/mount plate arm and stop collar.

Throttle pack rack mount w/ potentiometer.

Actuator stand Cable sub assemble actuator stand to throttle seal tight with connectors 70 foot.

Work table 30” x 48” stainless steel top for the 20” inch LCD Monitors to be mounted on.

Junction box retrofit kit tandem engine chassis.

There should be a temperature channel cable kit to update the (8) 25 foot cables.

Eight (8) 25-foot extension cables Eight (8) Type “K” Thermocouples Eight (8) Fittings with low and high temp ferrules There should be a pressure hose kit to replace the (6) 25-foot low temp and (2) 25-foot high temperature hoses.

Six (6) 25-foot temperature polymeric core tube with a fiber reinforced and abrasion resistant black urethane cover.

Two (2) High Temp stainless steel hoses with a Type 2 silicone rubber composite sleeve.

REQUIREMENTS

The vendor must travel to FRC ASE Solomon’s MD prior to installation.

Acquisition of an Acquisition and control system that is very customizable yet simple to operate.

Connections for: Fuel Measurement, Blow-by, network and peripheral connections, opacity, digital inputs, throttle, speed, dyno, frequency inputs, Analog inputs, water temperature, oil pressure, weather station.

The system must be adaptable to meet custom testing requirements, and must able to provide sophisticated graphical and numerical data analysis tools. System must have a centralized management of all test data notes documents and any other pertinent information.

The system must be fully configurable with built in full featured programmable language.

The software system must provide future capability to have Emergency Stop capabilities.

The system must provide automated throttle with a manual throttle backup control options which is to provide redundant control capability.

The software must be adequate to provide tracking data for the dynamometers from 8 – 1000 horsepower.

The system must have web based access for 24/7 troubleshooting and provide yearly web based training for refresher courses as well as first time operators. The vendor must have certificate authenticity capability to show the operator has been properly updating and pursuing yearly accreditation.

The software system must have the ability to modify automated test patterns by password-authorized personnel with an easily configurable step change without requiring computer code modification.

The dynamometer and UUT control must be able to operate in both manual and automated modes to allow control of the system by operators or automated test pattern running. It is also required to have closed-loop control of torque, speed or UUT/throttle control with manual/automatic set points and ramp rates.

The software must have full test reporting capability of saving and/or printing color reports with ability to modify report data as needed.

The Control System hardware can be designed using commercially off the shelf, industry-standard hardware for the data acquisition and control system but proprietary circuit board designs will be allowed.

The vendor shall provide current equipment upgrades to ensure safe and compatible operation with the current dynamometers to include new LCD Monitors, laptops, tablet controlled software capability, software associated cables, hoses, actuators, valves, subassemblies and accessories to complete the software upgrade package.

Replacement cables must be abrasion resistant, high heat and humidity protected. The software must be upgradable, virus and malware protected, capable of providing downloadable internet software patches and upgrades in case of malware attacks or virus attacks, licensed and warrantied for a specific time of at least one year.

The system must maintain operability during upgrades and installations.

The system configuration must not obstruct the operators view of the operating dynamometer. The removal of the old software installation cabinets shall require that the new LCD Monitor system be mounted on a table.

Shipping, packaging and handling must be included in quote with estimate for FOB Destination. Contractor must bring all the necessary equipment for installation. The delivery date is to be NLT 90 days after contract award.

Vendor shall provide complete system startup and on-site software training services. The quote for training should provide 4 days on site available for training and the maximum capacity for each session. System must be in an operational status and fully capable of providing the services listed above.

The software should provide support to the following engines and provide upgrades for future Diesel Model Engine capabilities:
