ProjectTaskNumber: RTCASS Touch Screen Monitors E000166
EstimatedAmount:
Description: This procurement is for a quantity of 200 ELO Touch Solutions Brand Name Touchscreen monitors/display, P/N 3841AS1101-01, to be used on RTCASS for display of the software graphical user interface, test program set operator actions, and for testing and diagnostics of aircraft video avionics systems. These testing actions ultimately result in the avionics being deemed ready for issue for use in an aircraft. Currently the monitor is supported by the CASS/RTCASS PBL, but the Government will need this product to support RTCASS well after the PBL has expired. Therefore this purchase will be a lifetime buy for the ELO monitor.
UniqueCharacteristics: The current RTCASS station cabling, power requirements, and specifications were designed specifically for this monitor/display. The monitors are medical grade to meet durability and use scenario requirements. Using any other monitor would drive significant software and hardware changes to fielded RTCASS systems due to RTCASS using proprietary software from ELO to calibrate and utilize the touchscreen capability. The monitor/display is also used to test avionics systems that will reside in an aircraft. The monitor/display will have to function properly with 100% of the platform test program sets in order to ensure that there is no impact to aircraft readiness or reliability. Other brand monitors will not properly integrate with the RTCASS station software and therefore would have a cost prohibitive impact to the program.
Explain: The monitor is manufactured by the OEM ELO Touch Solutions and sold exclusively by their six (6) authorized distributors and a select amount of IT resellers that hold an established account with one of the distributors. Therefore they are the only known sources of supply. Further, the Government has completed all the Engineering / Logistics work for the ELO monitor to ensure its reliability. To fully qualify a different monitor, regression testing from all of the different PMAs would be required, and integration costs for incorporation into the station would result. The Government would need to create a design change every couple of years, driving additional man-hours integration testing, drawing changes, drafting, technical publication updates, maintenance plan and ILS work, and regression testing with Platform Test Program Sets (TPSs). As a result, the delta cost is ($50,000 x 4 = $200,000) every 2 years, which more than the total estimated value of making a lifetime purchase of the current ELO monitor.
StatementOfActions:
This procurement will be a lifetime buy for ELO monitors which are going out of production in September 2018. Should a future need arise, personnel will conduct extensive internet research and continue to survey the marketplace for another suitable replacement in the industry.
