Description: This justification and approval authorizes and approves on a sole source basis, a Firm Fixed Price contract with Keysight Technologies for the procurement of a quantity of three (3) Radio Frequency Analog Signal Generators, P/N E8663D with options 503, UNT, 1E1, HL1 and 007 to replace the obsolete Signal Generators which are part of the RADCOM Test Set. The customer has specified a need date of 31 May 2015.
The Signal Generator originally installed in the RADCOM is NIIN 012798221, Agilent Part Number 8662A, configured with options 909, C02, H11, 1494 and 0017. No other manufacturer’s Signal Generator was identified for this application. That Signal Generator has been discontinued.
Please note the following about the OEM. As of August 1, 2014, Agilent Technologies separated their electronic division from Life Science and Chemical Analysis. The electronics division is now known as Keysight Technologies. Within the procurement package, the OEM is generally referred to as Agilent.
UniqueCharacteristics: RADCOM was designed as a system, consisting of many sub-components, all of which must function together for RADCOM to operate correctly. In order for the Signal Generator to function as part of the RADCOM, there are several requirements, including the following. The Signal Generator must interface with the RADCOM; it must have the correct types of signal connectors in the correct locations. The RADCOM software, including the Self Test and Test Program Set (TPS) software, must be compatible with the Signal Generator. In particular, the RADCOM TPS software must operate the Signal Generator to precisely stimulate the Unit Under Test according to the Test Procedure.
XXXXX, the OEM of the RADCOM, has performed testing and identified the unique replacement for the obsolete Signal Generator. There are other Signal Generators with similar specifications, such as Frequency Bandwidth and Output Power, but only one Signal Generator has been identified and qualified by the OEM as a valid replacement part for the RADCOM. That is the Agilent E8663D, configured with 503, UNT, 1E1, HL1 and 007. The only source for this Signal Generator is Keysight Technologies.
Explain: Keysight Technologies owns the drawings and proprietary data, is the only manufacturer of this Signal Generator and only Keysight Technologies and its authorized distributors can supply and support it. Only XXXXX can qualify Signal Generators for use in RADCOM and this is the only known or anticipated requirement for this Signal Generator. With a customer need date of 31 May 2015 there is not adequate time to contract with XXXXXX to qualify other Signal Generators.
StatementOfActions: The US Navy does not anticipate future requirements as it is in the process of replacing the RADCOM with CASS, having reduced the quantity of RADCOM in their inventory from XXXX in 2004 to XXX today, with plans to reduce RADCOM to zero assets. The CASS Test Station does not require this Signal Generator. With no planned future requirements, the Government will not be taking steps to remove barriers at this time.
If future requirements arise, the Government will investigate ways to remove barriers at that time.
