The estimated total dollar value and funding to be allocated to this effort is set forth in the table below:
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
General Electric (GE) Aviation is the Original Equipment Manufacturer (OEM) of the above engine tooling, however, as of May 2009, GE no longer manufactures the tooling. GE selected
Rhinestahl CTS as GE's OEM authorized tooling provider for GE’s entire aircraft engine tooling including the tooling for the CFM engines. There are no other GE authorized manufacturing sources for the CFM engine tools.
The GE Aviation CFM56-7 engine tooling was designed and tested to specifically interface with the CFM56-7 engine both commercially on the 737s and on the P-8A aircraft. The tools have been developed by GE Aviation, at private expense, to perform maintenance and repair on the commercially developed CFM56-7. Continuation of the procurement of the GE Aviation engine tooling is necessary for compatibility with the existing configuration. The various CFM56-7 engine tooling currently issued to the fleet incorporate the GE Aviation design therefore the continuation of the procurement of the GE Aviation engine tooling is necessary for compatibility with the existing configuration.
Procurement of any other engine tooling would not ensure proper functionality of these engine tools specifically designed and manufactured for the CFM56-7 engine. The Government does not possess the critical engine and/or tooling design information and technical data packages to determine if tools with similar nomenclature would be able to perform as required. Operational readiness and safety could be jeopardized through the introduction of tools not possessing all of the required capabilities.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted through various methods to obtain availability and price information. Market research confirmed that only one authorized vendor can provide the GE
Aviation CFM56-7 engine tooling. Various internet search engines (Google, Yahoo & Bing) were queried using nomenclature, part number, and NSN for potential sources of the CFM56-7 engine tooling to meet P-8A requirements, of which, only Rhinestahl CTS and secondary market parts locators were identified. Haystack and SAI Global were also queried and identified only
Rhinestahl CTS as a source of supply. GE Aviation was previously contacted and provided
Rhinestahl CTS as their only authorized tooling provider capable of meeting the requirements. A
Sources Sought Notice/Request for Information was posted to Federal Business Opportunities in accordance with DFARs 206.302-1 on 29 July 2015, and a synopsis was posted on the Federal
Business Opportunities on 21 August 2015. Both notices were posted for fifteen (15) days each, and no inquiries were received. On 16 September, additional part numbers were added to the effort due to issues with the equipment being available in 2016 and 2017. The effort was re-synopsized on 17 September 2015 and no additional inquiries were received,
7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. Rhinestahl’s proposal will be reviewed by experienced technical analysts, cost analysts and contract specialists with the aid of necessary field pricing support. The Contracting Officer will utilize price and cost analysis as the basis for negotiating a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, the U.S. Government has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, the U.S. Government will assess whether competition for future requirements is feasible.
