SMALL BUSINESS SET-ASIDE

REQUIREMENT
Joint Region Marianas Data Center Switches
OVERVIEW:
Joint Region Marianas (JRM) requires the procurement of four (4) Data Center switches which will serve as the network transport between major Joint Region Marianas Platform Enclave (JRM-PE) sites, at buildings 200, 3014 and 112. The Data Center network transport will enable multiple sites to perform high-speed communication between themselves, which is required for data protection, backup and restore, and replication. This ensures Quality of Service for different systems on JRM-PE and that the required bandwidth for multiple site Data Center replication is provided.
REQUIRED IA CONTROLS FOR COMPLIANCE:
NIST SP 800-53 rev4 - The NIST SP 800-53 rev4 provides a list of controls that is used for the development of Federal Information Systems, specifically its Information Assurance (IA) aspect.
SA-4(7): System and Services Acquisition – refers to “National Information Assurance Partnership” (NIAP) approved; Department of Defense Information Systems Approved Products List (DoDIN APL) listed. Hardware and/or Software being procured must be evaluated against NIAP and included in the DoDIN APL.
The organization:
(a) Limits the use of commercially provided information assurance (IA) and IA-enabled information technology products to those products that have been successfully evaluated against a National Information Assurance partnership (NIAP)-approved Protection Profile for a specific technology type, if such a profile exists; and
(b) Requires, if no NIAP-approved Protection Profile exists for a specific technology type but a commercially provided information technology product relies on cryptographic functionality to enforce its security policy, that the cryptographic module is Federal Information Processing Standards (FIPS)-validated.

Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

Note: The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.
