Performance Work Statement Naval Hospital Camp Pendleton Medical Courier Services

1. SCOPE: To provide continuity in the transportation of diagnostic samples, supply and blood products between Naval Medical Center San Diego, Naval Hospital Camp Pendleton, and other reference laboratories in Southern California.

2. WAGE DETERMINATION: Wage Determination: In accordance with Title 29, of the Code of Federal Regulations, Labor Standards for Federal Service Contracts, GSA considers the Service Contract Act (SCA) applies to this task order, applicable Department of Labor Wage Determination attached.

Selected Occupational Code/Wage Category: 31043- Delivery Courier

The Contractor is put on notice that regardless of the rate proposed for billing purposes and payment purposes, the Contractor is required by the Department of Labor during contract performance to pay non-exempt employees at least the applicable wage determination rate for the specific area(s), if a specific wage determination(s) exist. If none exists, the Contractor must pay the non-exempt employees at least the salary portion of the applicable rate dictated by the DOL. In addition, the Contractor will be held to the legal guidelines set by the SCA regarding fringe benefits, safe and sanitary working conditions, and notification to employees of minimum compensation allowed, and equivalent federal employee classification wage rates.

3. Tasks/Requirements: The courier service shall be responsible for:

(1) Pick up, transport and delivery of diagnostic samples, supply and blood products from Naval Medical Center San Diego (NMCSD) departing at 10:00 AM Monday through Friday and delivery to Naval Hospital Camp Pendleton (NHCP) no later than 12:00 PM.

(2) Pick up, transport and delivery of diagnostic samples, supply and blood products from Naval Hospital Camp Pendleton departing at 12:00 PM Monday through Friday and delivery no later than 2:00 PM to Naval Medical Center San Diego(NMCSD).

(3) Pick up, transport and delivery of diagnostic samples, supply, and blood products from Naval Hospital Camp Pendleton (NHCP) departing at 12:00 PM Saturday and Sunday with delivery to Naval Medical Center San Diego no later than 2:00 PM.

(4) Pick up, transport and delivery of diagnostic samples, supply and blood products as needed from Naval Hospital Camp Pendleton Sunday through Saturday to below locations. Samples addressed to the below locations should be delivered immediately following the routine NMCSD drop-off:

(5) In addition to routine Sunday through Saturday shipments, the shipping company must be capable of providing pick-up and delivery of any emergent or STAT diagnostic samples, supply and/or blood products twenty-four hours a day, seven days a week including holiday throughout San Diego County. The shipping company should arrive at NHCP within one hour of contact and deliver to the reference laboratories listed above.

(6) The shipping company must comply with local, state and federal regulations as outlined by the Department of Transportation and Department of Defense instructions pertaining to the transport of biological material.

(7) The shipping company must provide all required training of drivers as outlined in DOT Regulation (49 CFR) and DOD Regulation 4500.9 to NHCP.

(8) The shipping company must verify that drivers are:

- Bonded and have a valid US state issued license and insurance.

- Certified and licensed to transport DOT Class 6 hazardous materials.

- HIPPA trained, monitored and compliant.

(9) Cold Chain Custody: Company must be capable of transporting temperature sensitive material at room temperature (22 to 25 C), refrigerated temperature (2 to 8C) and frozen temperature (-18 to -25C).

(10) The shipping company must ensure that drivers are issued and maintain appropriate base access through coordination with NHCP.

(11) Changes to delivery locations and delivery times will be requested through the shipping company, by NHCP, as required to meet needs of Naval Hospital Camp Pendleton patients.

(12) The shipping company will maintain accurate phone numbers and supply them to NHCP.

(13) The shipping company must obtain Rapid Gate access to both Naval Medical Center San Diego and Marine Corps Base Camp Pendleton.

(14) The shipping company must be capable of submitting invoices via the Invoice, Receipt, Acceptance, and Property Transfer (iRAPT) system.

Cost forecast:

(1) Please, provide a cost analysis of routine transport and delivery. Illustrate pick up, transport and delivery include Sunday to Saturday, take into consideration holidays.

(2) Provide a detailed description of the costs per above requirements (1 – 5).

(3) Reflect the cost per delivery. Provide a minimum number of deliveries per month to be rolled into the contract
