This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

Request for Quote (RFQ) number is N66604-24-Q-0207. Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC), 2024-02, effective January 22, 2024.

This requirement is being solicited on a Sole Source basis to Teledyne D.G. O'Brien due to the sole source controls of the associated drawings, as concurred with by the NUWCDIVNPT Office of Small Business (OSBP). This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive requirement in the future. The North American Industry Classification System (NAICS) Code is 33599. The Small Business Size Standard is 600 employees.

The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price (FFP) basis, Receptacle Bulkhead, which are detailed below. The desired delivery date for this action is 28 weeks from award, F.O.B. Destination, Naval Station Newport, RI. For the purposes of quoting to this opportunity, the Contract Line Item Number (CLIN) structure is identified below:

CLIN 0001: Receptacle Bulkhead, Teledyne Part #1070119-109, in accordance with drawing 0081C0153-1, Qty. 40 CLIN 0002: Receptacle Bulkhead, Teledyne Part #1070119-110, in accordance with 0081C0153-2, Qty. 40 CLIN 0003: Contract Data Requirement List (CDRL) - not separately priced

The Government has determined that this requirement does not include Electronic and Information Technology (EIT) or is exempt from 508 requirements.

In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

The Government intends to award a single FFP Purchase Order to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis. In order to be determined technically acceptable: (1) the offeror must quote the items above that meet the requirements of the specifications detailed above, and in the required quantities specified above; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within the SPRS may render a quote being deemed technically unacceptable. Payment will be via Wide Area Workflow (WAWF).

Offerors shall include price, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror’s CAGE Code, and the quote shall include a validity date of no less than 60 days from due date for receipt of offers.

Active registration with the System for Award Management (SAM) is required prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at https://www.sam.gov/portal/public/SAM/. Instructions for registration are available at the website.

Quotes shall be submitted electronically via email to Maria D.
