PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY

NOTICE THAT WILL BE ISSUED.

This is a Request for Quotation (RFQ) for commercial services, prepared in accordance with the format in FAR 8.405-6(b)(3) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with U.S. Federal Acquisition Regulation (FAR) 5.203(b). RFQ number is N66604-24-Q-0193.

This is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase the evaluation and repair of five (5) Bridge Display Units (BDUs) on a firm-fixed-price (FFP), sole source basis from COMARK LLC, consisting of six (6) contract line item numbers (CLINs) as follows:

This requirement is being solicited as a sole source, unrestricted requirement, under North American Industry Classification System (NAICS) Code 334419, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is 750 employees.

Sole Source Justification:

COMARK LLC is the Original Equipment Manufacturer (OEM) and owns the technical data rights to the required BDUs. No authorized resellers exist that can complete the requirement.

The following addenda or additional terms and conditions apply:

Required delivery is F.O.B. Destination, Naval Station Newport, Rhode Island.

The provisions and clauses incorporated into this solicitation are those in effect through the current Federal Acquisition Circular (FAC). Following FAR and DFARS provisions and clauses apply to this solicitation.

This purchase order incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at these addresses:

Offeror shall have had completed and submitted Federal Acquisition Regulations (FAR) Provision 52.204-26 ‘Covered Telecommunication Equipment or Services- Representation’, in their SAM.gov profile and must list, “DOES NOT” to be considered valid.

Section 508 exception one applies to this requirement.

Government Purchase Card is the preferred method of payment for this procurement. The awardee will be required to submit a receiving report in Wide Area Work Flow (WAWF). See DFARS clause 252.204- 7006. If a surcharge is applicable, payment may be made via Wide Area Workflow (WAWF).

This solicitation requires registration with the U.S. System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
