This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate, written solicitation will not be issued.

This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Proposal (RFQ) number is N66604-24-Q-0182.

This action is being processed on an unrestricted basis under the applicable North American Industry Classification Systems (NAICS) code ‘Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals” Small-Business Size Standard: 750 employees.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order for four (4) Keysight N5173B EXG X-Series Microwave Analog Signal Generators. For purposes of quoting, required specifications and CLIN structure are annotated below:

Required delivery is F.O.B. Destination, Naval Station Newport, RI 02841. Offerors shall provide the delivery lead time within the quote.

This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the offeror must:

1. Quote Keysight brand name items meeting the required specifications, in the required quantities;

2. Offerors must submit detailed specifications with their quotes;

3. Offerors must be authorized resellers of Keysight Products. Status will be verified by the

Government prior to award. NOTE: Items shall be sourced directly from the OEM and/or OEM authorized channels only; If the Contractor does not deliver new hardware/software or provide proof that the items are all new products, the Government need not accept delivery. If after award the hardware/software delivered are determined not to be new or delivered outside the US, the

Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law including excess re‐procurement costs. Drop shipping is not acceptable.

4. Provide proof that all items configured in house are new products, gray market items will not be accepted;

Additional Terms and Conditions:

Electronic Payment through Wide Area Workflow (WAWF) will be used.

In accordance with DFARS Clause 252.211‐7003, the contractor shall provide a unique item identifier

(UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

Active registration with the System for Award Management (SAM) is required prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at https://www.sam.gov/. Instructions for registration are available at the website.

Quotes and all attachments shall be readable by Microsoft Office or Adobe Acrobat. Offerors shall include item prices, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror CAGE code, and shall include a validity date of no less than 60 days from due date for receipt of offerors.

Offers must be submitted to Hannah.l.murphy7.civ@us.navy.mil. Offers must be received on or before

February 9th 2023, 6:00 PM, Eastern Time (EST). Quotes received after the closing date and time may be ineligible for award.
