Combined Synopsis and Solicitation
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2).
Request for Quote (RFQ) number is N66604-23-Q-0246. This requirement is being solicited as a 100% small business set-aside. This requirement is for RF Amplifiers. The North American Industry Classification System (NAICS) code is 334220 The Small Business Size Standard is 1,250 employees.
Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price basis, RF Amplifiers, as detailed below. Required delivery is 90 days After Receipt of Order (ARO), F.O.B.
Destination, Naval Station, Newport, RI.

The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of “(Deviation)” after the date of the clause.
The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The Government has determined that this requirement does not include Electronic and Information Technology (EIT) or is exempt from 508 requirements.
In accordance with DFARS 252.211-7003 Item Identification and Valuation, the Contractor shall provide a Unique Item Identifier (UID) for all deliverables for which the Government’s unit acquisition cost is $5,000.00 or more. If UID applies, payment will be via Procurement Integrity Enterprise Environment (PIEE) (formerly known as Wide Area Workflow (WAWF)).
This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
This requirement contains drawings that are designated Distribution D; therefore, they are export controlled. To access the Government documents, the Offeror must possess a valid Joint Certification Program (JCP) certification.
In order to obtain access to the drawings, the requests for the drawings shall come from the JCP Custodian;
drawings will not be provided to other points of contact. Additionally, in accordance with DFARS supplement rule 2019-D041 (Assessing Contractor Implementation of Cybersecurity Requirements), only offerors with a summary level score of a National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 DoD Assessment, of not more than three (3) years old from the date of this combined synopsis and solicitation, posted in the Supplier Performance Risk System (SPRS) will be eligible to receive a copy of the drawings.
The requests shall include the RFQ number, company name, and CAGE code. Requests shall be submitted by email to dylan.a.griffis.civ@us.navy.mil.
This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must (1) quote the items, which meet the requirements specified above, in the required quantities, (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable, and (3) provide a Technical Capability Statement which lists and describes the offeror’s capacity to produce RF electronic components in accordance with the applicable distribution d drawings and standards specified within. Additionally, the offeror must list and describe the facilities, tooling, and test equipment to be used in producing the RF electronic components. Lastly, the offeror must detail any past performance of producing the RF electronic components or similar components. The capability statement shall not exceed two pages.
Active registration with the System for Award Management (SAM) is required prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at https://www.sam.gov/. Instructions for registration are available at the website.
Offerors shall include item prices, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor DUNS number. Quotes should include a validity date of no less than 60 days from due date for receipt of offers.
Quotes shall be submitted electronically via email to Dylan Griffis at dylan.a.griffis.civ@us.navy.mil and must be received on or before 21 March 2023 at 2:00PM Eastern Standard Time (EST).
