SOLE SOURCE JUSTIFICATION
Partial Array 2.0 Diagnostics and Safety Firmware
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) program using the Stepped Tonpilz Acoustic Transducer (STAT) element design. The overall goal is to develop a design that can transition from concept to future fleet capability.
Syqwest developed a conceptual Advanced Development Model (ADM) STAT design inclusive of STAT transmit elements, tonpilz receiver elements, direct drive power amplifiers, receiver electronics, control electronics, fiber-optic interface, and power electronics on previous contracts awarded.
This requirement is for the development of diagnostics and safety firmware for the Partial Array
2.0, which is a scaled version of the ADM array. The Partial Array 2.0 will be comprised of 36
Broadband Acoustic Transducers (BAT) elements with wideband enhancement. The array will include 24 receiver elements using a tonpilz element.
The anticipated value of this contract is 199,844.83. Period of Performance is 9 August 2021 through 30 September 2022.
SOLE SOURCE JUSTIFICATION:
Syqwest has prior expertise and experience in developing, manufacturing and fabricating BAT
Naval transducers for torpedo arrays and is the only company that possesses the requisite knowledge of doubly resonant tonpilz transducers. SyQwest has developed and tested power amplifiers to drive the BAT transducers which is used in the Partial Array 2.0 design. Syqwest will now develop the diagnostics and safety firmware for the Partial Array 2.0. Due to the aggressive fourth quarter FY21 schedule to study, develop, and test the ADM STAT array, other companies are not capable of producing a viable solution within the current cost and time constraints.
If this requirement were to be awarded to another company, then the development of the scaled version would need to be duplicated, development would be delayed, and costs would increase.
Syqwest, with its proprietary technology, prior experience, and work on developing the conceptual design for Partial Array 2.0, is the only choice to fulfill this requirement within the anticipated cost and necessary project schedule, therefore meeting the Navy’s mission.
