STATEMENT OF WORK (SOW)
Surface Vessel Torpedo Tube (SVTT) Mk 32 Air Flask Inspection and Refurbishment
PID N66604-21-SIMACQ-NPT-45-0146
1.0 BACKGROUND
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Platform and Payload Integration
Department, Launcher Systems and Payload Integration Division, External Launcher Systems Branch (Code 4524), is the In-Service Engineering Agent (ISEA) for the Mark 32 (Mk 32) Surface Vessel Torpedo Tube (SVTT). Code
4524 has a requirement for inspection and refurbishment (if necessary) of used Mk 32 SVTT Breech Mechanism Air
Flasks.
1.1 Authorized Users: NUWCDIVNPT Code 45
1.2 Sponsors: IWS5
1.3 Types of Funds: SCN and FMS
2.0 SCOPE
2.1 Base Contract
The contractor shall inspect ten (10) Air Flasks per Statement of Work (SOW) Task 4.1 and refurbish if deemed necessary in accordance with SOW Task 4.2.
2.2 Option 1
The contractor shall inspect ten (10) Air Flasks per the Statement of Work (SOW) Task 4.1 and refurbish if deemed necessary in accordance with SOW Task 4.2.
2.3 Option 2
The contractor shall inspect ten (10) Air Flasks per the Statement of Work (SOW) Task 4.1 and refurbish if deemed necessary in accordance with SOW Task 4.2.
3.0 APPLICABLE DOCUMENTS
The following documents apply at the latest revision level available at the time of contract award. During the period of performance, if a document is updated, the latest revision will take precedence. The contractor shall perform
Technical Requirements tasking, required in Section 4.0, in accordance with the below Applicable Documents (AD).

4.0 TECHNICAL REQUIREMENTS
4.1 INSPECTION
4.1.1 The contractor shall inspect the Air Flask and perform a hydrostatic test in accordance with ADs
3.1 and 3.7. In the event an Air Flask does not pass the tests, the contractor shall mark the Air
Flask as ‘REJECTED’ and set aside for return shipment. The contractor shall not proceed to refurbishment of any Rejected Air Flasks. For Air Flasks that have successfully passed the inspection but damage to the paint system or if any rust is present, the contractor shall recommend refurbishment of the Air Flask.
4.1.2 The contractor shall deliver a copy of the individual tests results including a recommendation for return without refurbishment, refurbishment or rejection in accordance with CDRL A001
Inspection Report (DI-NDTI-80809B).
4.1.3 For ‘REJECTED’ Air Flasks, a copy of CDRL A001 Inspection Report (DI-MISC-80508B) shall accompany every Rejected Air Flask that is returned to NUWCDIVNPT. Rejected Air Flasks shall be returned with the entire lot.
4.2 REFURBISHMENT
Upon Government approval, the contractor shall proceed with refurbishment.
4.2.1 The contractor shall degrease, remove all old paint, phosphate coat and then paint the Air Flask in accordance with AD 3.2 through 3.6, AD 3.8 and AD 3.9.
4.2.2 The contractor shall nickel plate the threads of the Air Flask in accordance with AD 3.4.
4.2.3 Upon completion of painting and nickel plating, the Air Flasks must pass the following tests:
4.2.3.1 The contractor shall perform an inspection of the Air Flask to ensure there is no evidence of runs, sags, blisters, orange peel, specks, bumps, or roughness.
4.2.3.2 The contractor shall test the Air Flask to ensure that the paint has fully cured by saturating a lint free cloth with Methyl Ethyl Ketone (MEK) and wipe the coated surface. The MEK should not soften or remove any paint.
4.2.3.3 The contractor shall test the adhesion of the paint by pressing a six (6) inch strip of pressure sensitive tape in firm contact with the painted surface and wait ten (10) seconds. The contractor shall grasp the free end of the tape and rapidly strip it from the painted surface by pulling back at approximately a 180-degree angle. The tape shall show no evidence of removal or loosening of the paint.
4.2.3.3.1 Pressure sensitive tape used for this test must meet the following criteria:
Manufactured to meet ASTM D 6123/D6123M-97 with a minimum of 60 oz/inch adhesion to Steel by ASTM D-3330 Method A.
4.2.3.4 The contractor shall perform a hydrostatic test of the Air Flask for three (3) minutes at 4500 psi. The contractor shall inspect the paint after the test for defects.
4.2.3.5 The contractor shall repeat the refurbishment process if any defects are identified above.
4.2.4 The contractor shall deliver the Air Flasks to NUWVDIVNPT, along with a copy of the results of the above refurbishment tests in accordance with CDRL A001 Inspection Report (DI-NDTI-
80809B).
4.3 DEPARTMENT OF TRANSPORTATION CERTIFICATION
4.3.1 All inspections shall be performed by a qualified Department of Transportation facility. Proof of
Department of Transportation Facility Certification is required at time of award. In the event that certification status changes or the certification is renewed, the contractor shall provide notice of the certification change or renewal in accordance with CDRL A002 Certification/Data Report
(DI-MISC-80678).
5.0 PROGRESS REPORTS
The contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. The contractor shall submit the Contract
Status Report for the same timeframe as each invoice submitted in the Wide Area Workflow (WAWF) Module of the Procurement Integrated Enterprise Environment (PIEE) and in accordance with CDRL A003 Contractor’s
Status Report (DI-MGMT-81991).
6.0 GOVERNMENT FURNISHED PROPERTY (GFP)
Government Furnished Property will be identified in each orders pertaining to SOW Tasks 4.1 and 4.2.
