SOW

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). The installation provides research, development, test and evaluation, engineering, analysis, and assessment, as well as Fleet support capabilities for naval warfare. Through its Warfare Center Research Commons, NUWCDIVNPT provides library and information services to Navy scientists and engineers. The Research Commons provides centralized access to subscription content which includes online access to leading scientific journals.

This Statement of Work (SOW) is for a commercial service to provide online access to specific journals. The Period of Performance for this effort shall be one (1) year and four (4) option years. This effort shall include setup, license fees, technical support, and usage reporting available via the web-based service.

2.0 SPECIFICATIONS

Section 508 of the Rehabilitation Act (29 USC 794d) as amended by the Workforce Investment Act of

1998 (PL 105-220 August 1998) and any subsequent amendments

3.0 SCOPE

The contractor shall provide online access to specific journals.

4.0 REQUIREMENTS

4.1 Desktop

The contractor’s services shall be fully compliant with Navy/Marine Corps Intranet operational requirements and networking structure. The services shall be desktop capable, requiring no client software.

4.2 Access

The service shall be accessible via a high speed internet connection on Government owned computers. It shall be accessible via Google Chrome, Mozilla Firefox, Internet Explorer, or Microsoft Edge browsers. Authorized users shall be able to access the service via OpenAthens federated authentication or IP authentication. Users shall be able to download, search, retrieve, display and view, copy and save to electronic storage media, or print out single copies of individual articles for their own personal use, scholarly, educational or scientific research, and internal business use in accordance with fair use (17 USC § 107-108).

4.3 Concurrent Users

The number of the Authorized Users who may simultaneously access the required content shall be unlimited.

4.4 Required Content

The required content shall be accessible through the contractor’s online library. The required content shall include at a minimum, the tables of contents, abstracts, full-text articles, and supplemental information for the following journals:

4.5 Usage Reports

The contractor shall provide COUNTER-compliant usage statistics, aggregated on a monthly basis. Library staff shall be able to access and download usage statistics on demand.

4.6 Operational Stand Up

The Contractor shall be capable of implementing the requirements within 5 working days of contract award.

4.7 Technical Support

The Contractor shall provide toll free telephone and online technical support Monday through Friday, 9:00am – 5:00pm. Support requests shall be resolved within 48 hours of initial request.
