SOLE SOURCE JUSTIFICATION
Mercury Systems, Inc. Down Converters
PR 1300924053
DESCRIPTION OF REQUIREMENT:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 34 has a requirement for eleven (11) Down Converters (P/N: 010-RX184002-003) on a sole source basis to Mercury Systems, Inc. in support of ESM Electronics Assembly (EEA) sustainment. EEAs are critical sub-assemblies used within all Virginia Photonics Masts for the US Fleet and the required Down Converters are a component of the sub-assemblies. The Down Converters are used to
NUWCDIVNPT Code 34 is designated as the In-Service Engineering Agent (ISEA) for the Photonics Mast System, per the Participating Acquisition Resource Manager (PARM), Submarine Electromagnetics Systems Program Office (PMS435). As the ISEA, NUWCDIVNPT Code 34 manages the National Maintenance Center (NMC), which is the repair facility capable of returning Photonics Masts to Ready for Issue (RFI) condition for the Fleet. In order to meet Fleet demands, NUWCDIVNPT Code 34 requires replacement long lead Down Converters to support repairs of EEAs integrated into the Photonics Mast.
The required delivery date for this action is thirty-four (34) months after receipt of order, or sooner, and the total estimated dollar value of this procurement is $244,156.00.
A summary of the required items is shown in the table below:
Manufacturer Part No. Description/Title Qty.
010-RX184002-003 Down Converter 2 CH Block 18-26. 5/40 11
SOLE SOURCE JUSTIFICATION:
The Down Converter is a critical part of the EEA contained in the Photonics Mast and must perform in various outboard at-sea environments, which include:
. Mercury Systems, Inc. is the original equipment manufacturer (OEM) of the Down Converter used in the Photonics Masts.
Boeing-Argon, the EEA OEM, selected Mercury Systems, Inc. as the sole provider capable of producing a Down Converter which meets all the requisite functional and performance parameters of the EEA System. The Down Converter was integrated into the Photonics Mast/EEA design and other ancillary system components that have been tailored to operate with the Mercury Systems, Inc. Down Converter, ensuring all functional and performance requirements are met.
The Down Converter is a highly complex electronic circuitry, requiring highly specialized manufacturing processes to ensure the functional and performance requirements are achieved.
Mercury Systems, Inc. is the only source certified by Boeing-Argon to meet all of the Photonics Mast and EEA specification requirements, and that currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the Down Converter for the Photonics System.
In order to develop and certify a second source of supply for the Down Converter, the Photonics Mast PARM (PMS435) would have to certify a prospective design to ensure all the functional, performance, and environmental requirements of the Photonics Mast are satisfied. The table below identifies the tasks, schedule, and estimated cost that would be required:
Task Cost Schedule Development Effort
1 $2,000,000 12 months Development of Down Converter to meet space, weight, power, environmental, functional and performance requirements
2 $500,000 3 months Development of software and firmware to meet functional and performance requirements
3 $500,000 3 months Conduct Product Verifications Testing 4 $400,000 3 months Environmental/shock testing at component level
5 $800,000 3 months System level Government Floating Shock Platform Testing (Barge)
6 $4,000,000 24 months EEA integration into Photonics Mast for barge/shock test and lab/at sea validation testing (Mast not useable after shock testing)
7 $500,000 6 months Modification of technical drawing, configuration management processes, and logistics documentation to support material changes
8 $500,000 6 months Laboratory and at-sea regression testing to validate EEA performance
$9,200,000 60 months Alternate Source Total Estimated Cost & Schedule
Based on the above, to award this requirement to Mercury Systems, Inc. on a sole source basis to prevent unacceptable delays and substantial duplication of costs in providing Down Converters.
RESELLERS:
Not applicable. Mercury Systems, Inc. does not have authorized resellers of its Down Converters.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
Date
APPROVAL:
Contracting Officer:
Based on the above, I have determined that the circumstances of the contract action deem only one source reasonably available. I certify that this justification is accurate and complete to the best of my knowledge and belief.
